Councilmember Strommen stated this <br />was on a work session discussion, and a lot of time has gone into this ordinance. She suggested <br />if this is discussed at another work session that Chris Anderson, Jim Aarndt, Ron Peterson, and <br />the EPB attend the work session when this is discussed. Community Development sUggested the <br />EPB attend the work session as well. Mr. Hunt stated he talked to Chris Anderson and asked if <br />he needed help, and he was told he did not need any help. He brought up the 'fire problem' to <br />Chris who then talked to the Fire Marshal. This draft is much better than the first one that went <br />to the Planning Commission, but it will still cost the homeowners a lot, and it will be someth!ng <br />that will not be attractive to Ramsey. The ordinance states you cannot mow the buffer, which <br />means he would not be able to have his winter ski trail. He stated he had to go to City Hall on <br />Friday to pick the ordinance up because it was just finished for the presentation, and the previous <br />time it was discussed at the Planning Commission, they did not even have a finished copy for the <br />Planning Commission. He stated people like Tom Wright and Ron Hunt, who own 200 acres, <br />were not even contacted about this ordinance; only people from the residential area were on the <br />committee to put this together. Councilmember Strommen stressed the urgency of getting the <br />wetland inventory underway due to the season. Councilmember Elvig suggested the transfer <br />from the Landfill Tipping Fund be authorized, and that the ordinance be tabled to a work session. <br /> <br />Counci hnernbers Cook and Stromrnen withdrew the motion on the floor. <br /> <br />Motion by Councihnember Strommen, seconded by Councilmember Cook, to adopt Resolution <br />#054)7-242 authorizing the transfer of $35,000.00 from the Landfill Tipping Fund to the General <br />Fund to engage the services of Peterson Environmental Consulting Inc. for the purposes of <br />conducting a wetlands inventory and assessment. <br /> / <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Stromrnen, Elvig, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />Mayor Gamec directed staff to include the wetland buffer ordinance on an upcoming work <br />session agenda. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Etvig, to table the wetland buffer <br />ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #17: <br /> <br />Determination of Need for Environmental Impact Statement (EIS) for Pulte <br />Homes Sommerset Station Development Case of City of Ramsey <br /> <br />Community Development Director Trudgeon explained Pulte Homes has submitted a subdivision <br />plan to develop 190 acres located north of Highway #10, west of Armstrong Boulevard, and <br />south of Alpine Drive. The proposed development, Sommerset Station, of approximately 98 <br />acres, is proposed to be developed with residential units for a net density of approximately 8.0 <br />units per acre. 36 acres is proposing to be developed with commercial uses.
