CASE #' ~ <br /> <br /> PUBLIC HEARING <br />CONSIDER ORDINANCE TO AMEND SECTIONS 9.11 (PERFORMANCE <br />STANDARDS) AND 9.20.11 (R-1 RESIDENTIAL DISTRICT) OF CITY CODE; <br />CASE OF CITY OF RAMSEY <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />Earlier this year, the City received a building permit application for an exterior solid'fuel fired <br />heating device (outdoor furnace). During the review process of this application, City Staff <br />realized that there are no standards or regulations for these appliances in City Code. Due to their <br />potential to create a nuisance for neighboring properties, City Staff has drafted an ordinance to <br />establish some basic regulations for these devices. <br /> <br />Observations: <br /> <br />The proposed code amendment would establish minimum standards for outdoor solid fi.tel-fired <br />heating devices including .a minimum property size necessary to utilize this type of appliance, <br />iocation on the property, and installation requirements. These requirements aim to minimize the <br />potential nuisances created by these appliances such as smoke and/or cinders. <br /> <br />In addition, there are a couple of housecleaning items that are being corrected with this notice. <br />Both ot" which involve/the R-1 Rural Developing bulk standards. When the R-1 Rural <br />Developing bulk standalYds were amended to require lot clustering, the maximum number of <br />driveways was reduced from two (2) to one (1) per street frontage. This is logical for all lots <br />created under the new standards, which would be similar in size to urban lots. However, most of <br />the existing properties in the Rural Developing district are at least an acre in size and thus, Staff <br />has revised the bulk standards to speci~ that clustered lots are limited to one (1) driveway per <br />street l'rontage but that all existing (non-clustered) lots are limited to two (2) driveways. <br /> <br />The second housecleaning item also pertains to the R-1 Rural Developing bulk standards. <br />Earlier this year, the R-1 bulk standards were amended by Ordinance #05-12 to' indicate that a <br />zoning permit was required for driveways. Due to a computer glitch during that process, the R-1 <br />Rural Developing bulk standards reverted back to the "old" standards for lot size, width, and <br />setbacks. This ordinance will correct the lot size, width, and setbacks for the R-1 Rural <br />Developing bulk standards. <br /> <br />Recommendation: <br /> <br />City Staff' recommends approval of the proposed amendments to City Code Section 9.11 <br />(Perfk)rmance Standards) and 9.20.11 (R- 1 Residential District). <br /> <br />53 <br /> <br /> <br />
