developed in two phases with a total of 126 row style townhomes. She indicated the first phase <br />has been developed and contains 46 townhome units. She stated it is Staff's understanding that <br />the requested revisions to the preliminary plat and site plan are a result of replacing some of the <br />row style units with back-to-back units in the second phase of the development. <br /> <br />Assistant Community Development Director Frolik stated that the Grading and Drainage Plan <br />and Utility Plan are generally acceptable. She indicated that the change in product from row <br />house to back-to-back house is now subject to the City's newly adopted architectural standards. <br />She stated the new standards require that 35% of the area of the front walt of the buildings be <br />brick and two architectural elements be included in the design. She indicated that the Colonial <br />Manor contains 18% brick on the front wall, and the design includes a total of five additional <br />architectural elements, therefore meeting the requirements. <br /> <br />Assistant Community Development Director Frolik stated that density transitioning will be <br />required along the northern and western property boundaries. She indicated that this would <br />require a twenty-five foot wide buffer. She stated a combination of new plantings and existing <br />vegetation appear to satisfy this requirement, and some minor modifications are required to the <br />Landscape Plan. <br /> <br />Assistant Community Development Director Frolik advised that the preliminary plat <br />appropriately continues the sidewalk along the east side of Iodine Street. She stated the <br />preliminary plat and site plan must be modified to include a sidewalk on the north side of 154th <br />Avenue NW. <br /> <br />Chairperson Nixt asked if private streets are acceptable. <br /> / <br /> <br />Assistant Community Development Director Frolik indicated they are, noting Staff recommends <br />approval of the revised preliminary plat and site plan. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt opened the public hearing at 9:55 p.m. <br /> <br />Jacquelyn Cardinal 15131 Iodine Ct..W. - stated she wrote the letter.distributed to the Plannin~ <br />Commission members. She indicated she is the owner of Lot 14, Block 2, Wildlife Sanctuary 2n <br />Addition. She stated there are large trees on the common property line, and when they are <br />removed, she would lose her privacy.
