Motion carried. Voting Yes: Chairperson Johns, Commissioners LaMere, Shryock, Lehman,
Olds, and Pontius. Voting No: None. Absent: Ostrum.

COMMISSION BUSINESS

Case #1: Explore Options for a Dog Park

Civil Engineer II Linton explained staff has received requests for a dog park from time to time.
Dog exercise areas seem to be popular. Three Rivers Park District, formerly Hennepin Parks, has
cstablishcd four dog-off leash areas. They require an annual pass or purchase of a daily pass for
usc. Their sites arc typically large, natural areas fenced off from the adjacent parks.

Tlacrc are a number of opportunities available for exercising dogs in a natural setting; several of
thc natural areas include water features for swimming. The number of urban parks is limited.
One option to consider would be an area enclosed with a decorative wrought iron fence in an
ct rban park setting. This style of park is popular in areas such as Boston and New York.

Staff recommends the commissioners solicit the opinion of friends and acquaintances before
making a decision on a dog park in Ramsey. Local support is critical to the success of any
recreational venture.

Civil Engineer Il Linton thought they may be able to have one in the Town Center.

Commissioner Lehman did not know if he would recommend having a dog park within Town
Center but he thought it was a good idea because of the density that is coming in to the City.

Commissioner Shryock thought they have some of the small natural areas within one of the
Town Center parks; they may be able to put a dog park in there.

Chairperson Johns knew having water in a dog park is a huge benefit.

Civil Engineer 1I Linton stated having bags for waste and water is a huge benefit.

Commissioner Lehman wondered if they should check at the game fair about what they could
have at tho park.

Chairperson Johns thought that may be a little different because those are hunting dogs.

Parks Utilities Supmwisor Riverblood thought there were two types of dog parks. One is a
hunting park with water and another is for pet owners to allow the pet to get exercise without
worry about the dog getting away and hit by a car or hurt someone. His recommendation would
be to continue to explore this and find out what type they would want and if they want a
pcm~ancnt or temporary park.

Chairperson Johns thought they could put a survey at the Kennel or vets for feedback.

Park and Recreation Commission/July 14, 2005
Page 2 of 7
