ofRamscy community celebration to be held on Saturday, September 17, 2005, on the City Hall <br />campus, and to waive the $50 temporary 3.2 beer license fee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #3: Authorize Contract for Construction of New Park Shelter at Central Park <br /> <br />Assistant City Administrator Nelson reviewed that on August 5, 2005 the Council authorized <br />bidding for the new Park Shelter at Central Park. This new structure would replace the existing <br />t'ark Shelter located at the southern end of Central Park. The Ramsey Lions has donated <br />$185,000 towards the cost of constructing the new Park Shelter. She indicated bids were <br />received and opened at City Hall on Thursday, September 9th at 3:00 p.m. Six bids were <br />received ranging from $291,600 to $399,969 for the base bid. The bid alternate for the toilet <br />room shell and rough-in ranged from $41,000 to $81,721. The architect estimate for the <br />construction costs was $254,842. Staff has discussed the outcome of the bids with the Ramsey <br />I,ions and they have indicated they are willing to discuss amongst their group additional monies <br />to help fill the gap. She advised based upon the base bids and what was estimated for the project <br />at this time, staff recommended that the bid alternate not be completed at this time. Staff talked <br />to thc low bidder about what influenced their bid, and they are confident the bid came in where it <br />should bc for the cost of the building. There had been discussions during this time about the <br />availability of building materials, but staff does not believe the shortage of material influenced <br />the bid. The low bid is approximately $36,000 over the architect estimate. <br /> <br />Mayor Gamec stated he is surprised with the increase in the cost of the building. He suggested <br />staff discuss the building cost and the possibility of receiving a better bid at a different time with <br />the Lions. <br /> <br />Councihnember Elvig concurred. He questioned if it is certain that the specifications are tight <br />due to the large disparity in the bids. <br /> <br />Assistam City Administrator Nelson advised the construction schedule had been set so the <br />building would be ready in the spring. If the bids are rejected this timeline will not likely be met. <br /> <br />Councihnember Elvig asked if the City has worked with the architects for this building in the <br />past. <br /> <br />Assistant City Administrator Nelson responded in the negative. She explained a member of the <br />Ramsey Lions that works for Adkins Association Architects donated the schematics and the City <br />contracted with this firm for the balance of the architectural work. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Elvig, to reject all bids for the new Park <br />Shelter at Central Park and to direct staff to further discuss the timing of the construction and re- <br />bi dding '[br the new Park Shelter with the Ramsey Lions. <br /> <br />City Council / September 13, 2005 <br /> Page 9 of 33 <br /> <br /> <br />
