Voting No: None. <br /> <br />Case #8: <br /> <br />Request for Site Plan Review of Slumberland; Case of Larson Enterprises, <br />Inc. <br /> <br />Community Development Director Trudgeon indicated Larson Enterprises has applied for site <br />plan review to construct a new Slumberland store on the property located on Riverdale Drive and <br />139th Lane, south of Highway 10. The site plan proposes a 34,727 square foot retail furniture <br />store on a 2.74 acre lot, to be created as a part of Rivenwick Village 2nd Addition. The site is <br />currently zoned Mixed-Use PUD; as permitted by the MU-PUD District, B-2 Business District <br />standards will be used to evaluate the site plan proposal. Lot coverage for the site plan has been <br />calculated at 20%, which is under the 35% lot coverage allowed by City Code. City Code <br />establishes a 35-foot front and rear yard and a 10-foot side yard setback in the B-2 District. City <br />Code also establishes a 20-foot parking/maneuvering area from all public streets. The proposed <br />site plan meets these requirements. He advised City Code restricts building height to 35 feet and <br />exterior wall finishes to brick, stucco, glass, stone, pre-cast concrete panels, or other material as <br />approved by the City Council. The proposed building is shown as 30 feet in height at its tallest <br />point. The building elevation plan indicates that materials will consist of concrete block, which <br />complies with City Code. <br /> <br />Mr. Trudgeon advised at the Planning Commission meeting there was discussion about dressing <br />up the elevations facing 139th Lane and Feldspar Street, on the south and east sides of the site. <br />Planning Commission direction was for the developer to work with staff on adding some <br />windows to the east side of the building, and a berm and additional landscaping to the south side <br />o1' the building around the loading dock. Revised plans have been submitted that show the <br />addition of windows to both the south and east sides of the building. He indicated a landscaping <br />plan has been submitted and is generally acceptable with some minor revisions, as outlined in the <br />City Staff Review Letter. Staff is recommending some additional landscaping to the south and <br />east sides of the building. The site plan shows adequate parking according to City Code. The <br />Slumberland site will share utility lines with the Ramsey Office Condominiums site to the west. <br />The submitted Grading and Drainage Plans will require some revision to ensure they comply <br />with the overall Grading and Drainage Plan that was approved with the original Rivenwick <br />Village subdivision. He advised staff is recommending approval of the site plan, contingent <br />upon compliance with the City Staff Review Letter dated August 19, 2005 and the developer <br />signing a Development Permit with the City. <br /> <br />Councilmember Elvig suggested a partial wall be included in the plan to screen some of the <br />activity of trucks from the residents. He inquired if the rooftop units would be colored similar to <br />the building, as there may be residents looking out at the rooftops. <br /> <br />Patrick Glease, representative of CM Architecture, replied there will be a screening wall that is <br />in matching material adjacent to the loading dock. This wall will not screen the grade door, <br />which is basically a customer pick up location, but it will screen the loading dock door and the <br />trash compactor.
