Norman <br />Assistant City Administrator Heidi Nelson <br />Director of Public Works Dean Kapler <br />Assistant Public Works Director Brian Olson <br />Finance Officer Diana Lurid <br />Assistant Finance Officer Sandy Carlson <br />Community Development Director Patrick Trudgeon <br />Police Chief James Way <br />Police Captain Tim Dwyer <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 5:43 p.m. <br /> <br />APl'ROVE AGENDA <br /> <br />ri'he agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />I) 2006 Budget <br /> <br />Finance Officer Lund reviewed the 2004 Tax Capacity Comparison of Metro Area Cities with <br />Populations between 10,000 and 25,000 and the proposed 2006 tax rates for the cities of <br />Woodbury, Farmington, Lakeville and Rosemount. <br /> <br />City Administrator Norman reviewed that the Council previously discussed the possibility of a <br />transfer fi'om the Landfill Trust Fund to keep the tax capacity rate down. <br /> <br />Counci hnember Cook expressed concern with the Landfill Trust Fund being lowered, as this will <br />result in lower interest earnings, which are used to fund capital park improvements.
