e. Street Name Change — the City Council establishes for this area only. <br />i. Quintana Street NW in lieu of Quagga Street NW <br />ii. Snowy Owl Street NW in lieu Sloth Street NW <br />iii. Pearson Street NW in lieu of Unicorn Street NW <br />f. Eave Overhangs in Easements — except as otherwise agreed to, no part of any structure, <br />including eave overhangs, shall be located in any easement. <br />2. That the Ramsey City Council hereby determines that an Environmental Impact Statement is not <br />required for the Riverstone South Addition based on the following. <br />a. The EAW was prepared in compliance with the procedures of the Minnesota <br />Environmental Policy Act and Minnesota Rules, Parts 4410.1000 to 4410.1700 (2015), <br />b. The EAW satisfactorily addressed the environmental issues for which existing <br />information could have been reasonably obtained, <br />c. Based on the criteria established in Minnesota Rules 4410.1700, the project does not have <br />the potential for significant environmental effects, <br />d. The City makes a "Negative Declaration," <br />e. The City adopts the Response to Comments, Findings of Fact, and Record of Decision <br />for Riverstone Addition Environmental Assessment Worksheet (Record of Decision) and <br />directs the Community Development Director to maintain the Record of Decision and to <br />distribute it in accordance with the EQB rules. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Howell, <br />and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Kuzma <br />Councilmember Musgrove <br />Councilmember Woestehoff <br />Councilmember Heineman <br />Councilmember Howell <br />Councilmember Riley <br />Councilmember Specht <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />and the following were absent: <br />None <br />Resolution #21-101 <br />Page 3 of 4 <br />
