7. COUNCIL BUSINESS 7.01: Adopt Resolution #21-334 Approving the Restoration of the 25-Year-Old Lake Itasca Boardwalk Parks and Assistant Public Works Superintendent Riverblood presented the resolution and gave a background on park maintenance and infrastructure. He stated around 2006 the City established a park maintenance fund recognizing that certain parts of the park’s infrastructure would need maintenance and replacement. He highlighted several parks that have had maintenance improvements paid by the Parks Maintenance Fund. The boardwalk included in this case is considered at the end of its useful life. It is one of the most popular of the park improvements. It is proposed that the width of the boardwalk would go from six feet to eight feet. The not-to-exceed amount is $138,000. Minnesota Boardwalks LLC submitted the lowest bid for the work. If approved, construction could begin in mid-to-late December with completion sometime during the winter. Mayor Kuzma referenced the bridge going over Trout Brook Creek and asked if the frequent flooding occurring there is going to be addressed. Parks and Assistant Public Works Superintendent Riverblood replied that the bridge was replaced three or four years ago. It was elevated above the high-water mark and the supports were reconfigured so it is less likely to capture brush and have water loading on it. He stated the new over decking will match that bridge. Councilmember Musgrove asked for confirmation that the funding for this park is coming from the Parks Maintenance Fund. Parks and Assistant Public Works Superintendent Riverblood confirmed this, noting it was renamed a couple of years ago by the City Council to be the Capital Maintenance Fund. Councilmember Musgrove commented that part of what she likes about this case is that the residents can see that the City is working on the existing parks. She noted that from the pictures presented tonight, the current boardwalk doesn’t look safe. She asked when the project would be done. Parks and Assistant Public Works Superintendent Riverblood replied the RFP was issued, giving the construction company a window for construction from award of the project by the City Council until April 30, 2022. The projected start time is mid-December with a construction time of a few weeks, dependent on the weather. He noted a stipulation of the project is that the boardwalk would be available to the public the entire time. Motion by Councilmember Musgrove, seconded by Councilmember Howell to, adopt Resolution #21-334, Awarding Lake Itasca Boardwalk restoration to Minnesota Boardwalk LLC, at the not- to-exceed amount of $138,000.
