Public Works Committee 5.3. <br />Meeting Date: 01 / 18/2022 <br />By: Grant Riemer, Engineering/Public <br />Works <br />Title: <br />Review of Pavement Conditions on Bowers Dr. <br />Purpose/Background: <br />Purpose: <br />Review current pavement conditions on Bowers Dr <br />Background: <br />Staff received several photos of pavement conditions on Bowers Drive. Staff will review those photos with the <br />committee and explain treatment options. The majority of the photos indicate minor surface stripping and the <br />beginning of alligator cracking in some areas. <br />Timeframe: <br />15 minutes <br />Observations/Alternatives: <br />The pavement management schedule for each street segment is adjusted based on actual pavement conditions. City <br />staff annually reviews and rates the pavement condition of all public streets using the Pavement and Surface <br />Evaluation Rating (PASER) system. PASER ratings range from 1 to 10, with 1 being a failed pavement section in <br />total disrepair, and 10 being a brand new pavement section. Staff typically recommends reconstructing pavement <br />sections with PASER ratings between 1 and 3. Overlays are typically recommended for pavement sections with <br />PASER ratings between 4 and 6. Cracksealing is typically recommend for pavement sections with PASER ratings <br />between 7 and 10. <br />After the 2021 inspection staff rated Bowers Drive at a Paser rating of 6, which indicates that the appropriate <br />treatment would be a mill and overlay. Bowers Drive is not included in 2021-2030 Pavement Management Plan at <br />this time. As mentioned earlier pavements are rated annually and if a pavement section deteriorates more quickly <br />that anticipated it can be moved up in the program, if the budget allows. The areas of deterioration shown in the <br />pictures can be repaired in house, with our milling equipment and staff. <br />Funding Source: <br />Anticipated repairs will be completed in house, using general budget funding. <br />Recommendation: <br />Staff recommendation is to make the necessary repairs to the pavement on Bowers drive during the summer of 2022 <br />using in house staff and equipment <br />Action: <br />Motion to committee to have staff complete necessary temporary asphalt repairs to Bowers Drive during the <br />summer of 2022 <br />
