~l'hc l'arlc and Recreation Commission has reviewed the preliminary plat and is recommending that <br />cash be accepted to meet park dedication requirements for the plat. Staff would note that the Park <br />and Trail Plan shows trails through the subject property, both south of Trott Brook and along <br />Nowthcn I31vd. Thc Park Commission also recommended that a trail be constructed south of the plat <br />boundary to 167th Avenue. A trail is only shown along Nowthen Blvd in the right-of-way adjacent to <br />tim plat. Staff' is recommending that the trail be located within the plat boundary and extended south <br />to 167tl~ Avenue. <br /> <br />Recommendation: <br /> <br />The Planning Commission recommended approval of the preliminary plat at their August 8, 2005 <br />meeting. The Commission supported retaining the roundabout, converting the southerly access off of <br />Nowthcn to a temporary cul-de-sac, reconfiguring the cul-de-sac in the southern portion of the plat <br />by provid lng a stub street to the Overtoom property, and providing additional landscaping along Now <br />and Then Estates. <br /> <br />StatT is atso recommending that the preliminary plat be approved, contingent on compliance with the <br />City Staff Review letter, revision to the City's Comprehensive Plan to include an alignment for 167th <br />Avenue south of thc plat boundary, construction of a trail on the west side of Nowthen Blvd. from <br />thc nm'thorn portion of the plat boundary to 167th Avenue, submittal of a revised landscaping plan, <br />apl)royal fi'om Anoka County of the southerly access to Nowthen Blvd, and extension of municipal <br />sewer and water to the property. <br /> <br />Council Action: <br /> <br />Motion by Councilmembc~r and seconded by Councilmember <br />approve the preliminary plat fbr Brookfield Addition with the following conditions: <br /> <br />to <br /> <br />Compliance with City Staff Review Letter dated August 3, 2005, revised September <br />9, 2005; <br />Revision of the City's Comprehensive Plan to indicate an alignment for 167th Avenue <br />that.is south of the plat boundary; <br />Submission of a revised preliminary plat that includes a trail on the west side of <br />Nowthen Blvd., from the northern plat boundary to 167~h Avenue; <br />Sub~nission ora revised landscaping plan; <br />Approval by Anoka County of the southerly access to Nowthen Blvd; <br />Extension of municipal sewer and water to the property. <br /> <br />Motion to deny the request for preliminary plat approval. <br /> <br />Review Checklist: <br />City Imginccr <br />C(m~ m un ity Development Director <br />CC: 09/I 3/05 <br /> <br /> <br />
