Minnesota Department of Natural Resources

Metro Waters - 1200 Warner Road, St. Paul, MN 55106-6793
Telephone: (651) 772-7910 Fax: (651) 772-7977

December 30, 2004

Amy Geisler, Associate Planner
City of Ramsey
151573 Nowthen Boulevard
Ramsey, MN 55303

RE:

Sketch Plan, Brookfield Addition, Trott Brook, Section 9 & 10, T32N-R25W, City' Of
Ramsey, Anoka Co.

Dear Ms. Geisler:

[ have reviewed the sketch plan for the above-referenced proposal and have the following
comments to offer:

State shoreland guidelines require a lot width on riparian parcels of 100 feet for
unsewered areas and 75 feet for sewered. Lot width is measured at the creek and ;the
building line of the parcel. There are several lots that do not meet the lot width criteria.

¸2.

The wetlands on the parcel would benefit from a buffer that would prevent intensive lawn
management to the wetlands' edge. The wider the buffer the better, but at least 25' .would
be a good startir~g point. The width should be greater as the slope increases. Monuments
on the buffer edge at each lot line will help homeowners remember where the buffers
start, and will help inform those unfamiliar with vegetative buffers.

Untreated stormwater should not be allowed to run directly off of the streets into the
wetlands or creek. Runoff volumes and rates should be held to their pre-development
levels through appropriate landscaping, minimizing impervious surface, maximizing
i n filtration opportunities for stormwater and providing for adequate ponding.

Trott Brook is one of the City's great amenities. It can be protected by preventing an
increase in srormwater runorT and sediment from this development, and by ensuring thai~ a
natural, vegetative buffer exists, or is created between the homes and the creek.

Thank you for the opportunity to comment. Please feel free to call me if you have any questions.

Sincerely,

Tom HOvey
Area Hydrologist

IJNR Information: 651-296-6157 ·

/\ti /!qual ()[)lmr(tmiry

-888-646-6367 · TTY: 651-296-5484 * 1-800-657-3929

Prin~ed on Recycled Pal)er Conlaininu a
