City l';ngineer Jankowski stated that one question was who would maintain it, and added that the <br />C. ily has been quite cautious on deviating from standards. He stated that the Planning <br />Commission may remember a few years ago they deviated from standards and allowed narrower <br />streets in some areas, and have had some problems with larger vehicles on those streets. He <br />indicated there were also some concerns about snow plowing. <br /> <br />Commissioner Van Scoy asked if Staff has received comments from the maintenance staff. <br /> <br />City l';ngineer Jankowski indicated they have only heard basic comments, and now that he is <br />aware there are Mn/Dot standards, he can review the plans based on them. <br /> <br />Commissioner Johnson stated he has no problems with round-abouts, and has driven them in <br />many al'cas. <br /> <br />Chairpcrs(m Nixt agreed, indicating he would want to make sure there is not a stacking issue, <br />because Nowthen Boulevard can back up. <br /> <br />Public tlcaring <br /> <br />Chairpcrs(m Nixt opened the public hearing at 7:37 p.m. <br /> <br />Gary Smith, 16821 Garnet Street, stated he is a neighbor of Mr. Peterson, and bought a lot in <br />Now and 'l'hen Estates. He indicated he is kind of surprised about the road going on his property <br />line when no one has discussed it with him. He stated he came to Ramsey to get away from the <br />urban developments, and to have this kind of development proposed next to him is a big <br />aGj ustlncm. 11e indicated he would like to see transitioning, rather than a road along his property <br />linc. Itc commented that concerning the round-about, when you look at the entrance coming off <br />County Road 5, those first 4 lots can only go one direction out of the driveways. He indicated <br />this is something the Planning Commission may want to keep in mind. Mr. Smith also asked <br />wlnat will happen to his drainage. <br /> <br />Chairpcrs()n Nixt noted that the plan says that Mr. Smith's lot is one foot higher than the road. <br /> <br />Mr. Smith agreed it is higher, but it drains off onto Mr. Peterson's property, and he is concerned <br />there will bc water back-up. He stated that he will not be moving out of town for at least five <br />years, noting that when he came out here he had plans, and one was to build a building on the <br />back o1' his lot. He indicated that where Mr. Peterson shows the road running through his <br />property would bca prime spot, but not with a road there. <br /> <br />Mr. Smith stated that he knows Ramsey is trying to fill a housing quota, and are turning a lot of <br />the parcels into urban housing areas, but he thought the urban developments would be closer to <br />'l'own Center. tlc indicated the City is taking away the rural feel that so many people here want. <br />I tc stated hc knows Mr. Peterson is building what he is allowed to build, but he would like to see <br />some type of transitioning take place, other than a road. <br /> <br />Planning Commission/August 8, 2005 <br /> Page 5 of 26 <br /> <br /> <br />
