CC Work Session <br />Meeting Date: 01/25/2022 <br />Submitted For: Bria Raines, Community Development <br />By: Bria Raines, Community Development <br />Information <br />2. 1. <br />Title: <br />Introduce Ordinance #21-20 Amending City Code Chapter 117, Sections 1 and 351 Regarding Home Occupations <br />Purpose/Background: <br />Ordinance #22-06 (formerly #21-20) Amending City Code Chapter 117, Sections 1 and 351 Regarding Home <br />Occupations. The revised sections regarding Horne Occupations will address all business types conducted on a <br />residential property. <br />This change is very minor and more administrative in nature. <br />Meetings <br />• November 18, 2021: A public hearing was held at the Planning Commission. Planning Commission members <br />approved motion to introduce ordinance to City Council. <br />• December 14, 2021: Staff presented ordinance to City Council work session for feedback prior to <br />introduction. <br />• January 11, 2022: Ordinance was presented to City Council at regular session for introduction. Council <br />requested revisions to proposed Ordinance and item to be brought to January 25, 2022 City Council work <br />session. <br />• January 25, 2022: Staff revised Ordinance based on Council input and presented revisions at City Council <br />work session meeting. <br />Based on feedback from Council, Staff has included a section to cover minor (Level 1) home occupations that <br />encourage the arts, modeled after the Fargo, North Dakota City Code, removal of redundancies, and addition of a <br />table to create a easily readable code. <br />Research of peer communities and the Fargo city code home occupation section has been attached as well. <br />Notification: <br />This meeting does not require a public notice. <br />The Public Hearing Notice for the November 18, 2021 Planning Commission meeting, was advertised in the Anoka <br />County Union -Herald, the City's Official Newsletter. <br />Observations/Alternatives: <br />The existing definition does not address all types of home occupations that are seen in the City of Ramsey. This <br />revision to the Ramsey City Code will help Staff enforce standards for all types of home occupations. <br />Funding Source: <br />Staff is handling this as part of normal duties. <br />Recommendation: <br />
