Pollutant means:
<br />(1) Toxic or hazardous substances, wastes or contaminants (including, without limitation, asbestos, urea
<br />formaldehyde, the group of organic compounds known as polychlorinated biphenyls, petroleum
<br />products including gasoline, fuel oil, crude oil and various constituents of such products, and any
<br />hazardous substance as defined in Comprehensive Environmental Response, Compensation and
<br />Liability Act of 1980 ("CERCLA"), 42 USC 9601-9657, as amended);
<br />(2) Substances that would require a permit for their discharge into any water source or system or the air
<br />under the Federal Water Pollution Control Act, 33 USC 1251 et seq., or the Clean Air Act, 42 USC 7401
<br />et seq.;
<br />(3) Hazardous substances, pollutants or contaminates defined in Minn. Stats. ch. 115B;
<br />(4) Litter, yard waste, garbage, liquid and solid wastes, fertilizers, pesticides, herbicides, paints, solvents,
<br />automotive fluids, wastes and residues that result from constructing a building or structure; and
<br />(5)
<br />As in any other similar state law or ordinance.
<br />Pollution means the alteration of the physical, thermal, chemical, or biological quality of, or the
<br />contamination of, any waters of the state or the MS4, that renders the water harmful, detrimental, or injurious to
<br />humans, animal life, vegetation, or property, or to the public health, safety, or welfare, or impairs the usefulness or
<br />the public enjoyment of the water for any lawful or reasonable purpose.
<br />Portable sign means any sign designed to be removed and not permanently affixed to the ground or a
<br />structure or a building.
<br />Primitive campsites means an area that consists of individual remote campsites accessible only by foot or
<br />water.
<br />Principal use or structure means all uses or structures that are not accessory uses or structures.
<br />Private use heliport means for use by multiple persons at the invitation of the owner (an example would be a
<br />heliport at a hospital).
<br />Projecting sign means any sign, all or any part of which extends beyond the surface of the building or wall by
<br />more than 16 inches.
<br />Property line means the boundary between two distinct properties.
<br />Property owner means the person owning such property as shown by the county auditor's plat of the City of
<br />Ramsey, Minnesota.
<br />Protected waters means any public waters as defined in Minn. Stats. § 103G.005. However, no lake, pond or
<br />flowage of less than ten acres in size and no river or stream having a total drainage area less than two square miles
<br />shall be regulated for the purposes of these regulations.
<br />Protective covenants means contracts made between private parties as to the manner in which land may be
<br />used, with the view to protecting and preserving the physical and economic integrity of a given area.
<br />Pruning means the judicious removal of plant parts to increase usefulness, beauty, or vigor.
<br />Pruning standard means the standard established by the International Society of Arboriculture for use in the
<br />pruning of plant material located on public property.
<br />Public area means property within the city limits, and:
<br />(1) Owned by the city in fee simple absolute; or
<br />(2) Implied or expressly dedicated to the public for present or future use for purposes of vehicular or
<br />pedestrian traffic, or for public easements.
