Setback means the minimum horizontal distance between a use and lot line or other distinguished area. <br />Distances are to be measured from ground level except as provided hereinafter. <br />Sewage disposal regulations means the regulations found in chapter 113, article II, and any subsequent <br />amendments. <br />Sewage treatment system means: <br />(1) Any system for the collection, treatment and dispersion of sewage including but not limited to septic <br />tanks, soil absorption systems and drain fields; or <br />(2) Septic tank and soil absorption system or other individual or cluster type sewage treatment system as <br />described and regulated in this chapter. <br />Sewer system means the pipelines or conduits, pumping stations, and force main, and all other construction, <br />devices, appliances, or appurtenances used for conducting sewage or industrial waste or other wastes to a point of <br />ultimate disposal. <br />Shopping center means a commercial development consisting of three or more separate commercial <br />establishments sharing a common building, entranceway or parking area. <br />Shore impact zone means land located between the ordinary high water level of a public water and a line <br />parallel to it at a setback of 50 percent of the structure setback. <br />Shoreland means the land within the following distances from public waters: 1,000 feet from the ordinary <br />high water level of a lake, pond, or flowage; and 300 feet from a river or stream, or the landward extent of a <br />floodplain designated by ordinance on a river or stream, whichever is greater. The limits of shorelands may be <br />reduced whenever the waters involved are bounded by topographic divides which extend landward from the <br />waters for lesser distances and when approved by the commissioner. <br />Sign means any letter, word or symbol, device, poster, picture, statuary, reading matter, or representation in <br />the nature of an advertisement, announcement, message or visual communication, whether painted, posted, <br />printed, affixed or constructed, which is displayed outdoors for informational or communicative purposes. <br />Sign area means that area within the marginal lines of the surface which bears the advertisement, or in the <br />case of messages, figures or symbols attached directly to any part of a building, that area which is included in the <br />smallest geometric shape which can be made to circumscribe the message, figure or symbol displayed thereon. <br />The stipulated maximum sign area for a free standing or ground sign refers to a single facing. <br />Sign, advertising, means a sign which directs attention to a business, commodity, service, activity or <br />entertainment not necessarily conducted, sold or offered upon the premises where such sign is located. <br />Significant historic site means any archaeological site, standing structure, or other property that meets the <br />criteria for eligibility to the National Register of Historic Places or is listed in the State Register of Historic Sites, or is <br />determined to be an unplatted cemetery that falls under the provisions of Minn. Stats. § 307.08. A historic site <br />meets these criteria if it is presently listed on either register or if it is determined to meet the qualifications for <br />listing after review by the state archaeologist or the director of the Minnesota Historical Society. All unplatted <br />cemeteries are automatically considered to be significant historic sites. <br />Slope means the degree of deviation of a surface from the horizontal, usually expressed in percent, degrees, <br />or ratio. <br />Slowly are soils having percolation rates in excess of 60 minutes per inch. <br />Soil means either: <br />(1) Naturally occurring superficial deposits overlying bedrock. <br />(Supp. No. 10, Update 3) <br />Created: 2021-10-01 10:38:19 [EST] <br />Page 26 of 34 <br />
