ORDINANCE 22- <br />_ <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />AN AMENDMENT TO SECTION 34 OF THE RAMSEY CITY CODE RELATED TO <br />ENFORCEMENT OF PUBLIC HEALTH, ADDING TWO NEW PROVISIONS THERETO <br />REGARDING TO THE PROTECTION OF INDIVIDUAL CHOICES OF MEDICAL <br />TREATMENTS <br />The City of Ramsey ordains: <br />SECTION 1. AUTHORITY <br />This Ordinance is adopted pursuant to the authority of the City Charter of the City of Ramsey. <br />SECTION 2. AMENDMENT TO CITY CODE SECTION 34 BY CREATING AND <br />INSERTING THEREIN TWO ADDITIONAL PROVISIONS: <br />The Current City Code, Section 34, is amended by adding two addition provisions as follows: <br />"ARTICLE III. OFFENSES INVOLVING PUBLIC HEALTH <br />DIVISION FOUR. Discrimination For Personal Health Decisions During Pandemic Prohibited <br />Sec. 34-110 Findings. <br />It is found that the pandemic that occurred throughout the world, nation and city beginning in <br />2020 has created significant legal pressures to require vaccination or other medical procedures <br />or require conduct or behavior on the part of individuals irrespective of the choices or rights <br />those individuals who may oppose such requirements or mandates. Moreover, the City of <br />Ramsey expressly recognizes the right of any individual to refuse medical treatment. The City <br />of Ramsey finds that imposing any requirement of vaccination or similar invasive medical <br />procedure or treatment violates the civil rights of any individual opposing said vaccination or <br />invasive medical procedure. Further, the City finds that any negative action it or its employees <br />or agents might take to deny employment, public services offered by or through the City, or any <br />approval of any matter requiring approval of the city, based on an individual's decision to <br />
