CC Regular Session 5, 8, <br />Meeting Date: 01/25/2022 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title <br />Adopt Resolution #22-026 Granting Final Plat Approval of River Crossing Second Addition (Project No. 22-102); <br />Case of City of Ramsey <br />Purpose/Background: <br />A contingency of the Riverstone South Preliminary Plat approval was the extension of Riverdale Drive NW west to <br />Bowers Drive. The Riverdale Drive extension impacts two parcels owned by Anoka County lying west of Llama <br />Street and south of Highway 10 (PID #s: 29-32-25-24-0005 and 29-32-25-24-0006; legally described as Lots 1-2, <br />Block 1 River Crossing Addition, the "Subject Properties"). <br />This proposed Final Plat creates the necessary eighty (80) feet of public road right-of-way for the westward <br />extension of Riverdale Drive. This extension of Riverdale Drive is needed to provide safe access to westbound <br />Highway 10 for existing and new residents west of Llama Street via the Armstrong Boulevard interchange. The <br />Bowers Drive access to Highway 10, as well as the Highway 10 median crossover at Bowers Drive, will be <br />removed as part of the Riverdale Drive extension project in late summer/fall of 2022. Riverdale Drive will form the <br />new access to Highway 10, with Bowers Drive teeing into Riverdale Drive south of Highway 10. However, traffic <br />will be allowed to turn right onto eastbound Highway 10, though access will also be available at the Armstrong <br />Boulevard interchange. <br />Municipal utilities will also be extended along this corridor in late spring/summer of 2022 under a separate <br />improvement project, Improvement Project #22-05. <br />This Plat does not create any new, buildable lots; it's only purpose is to secure the necessary right-of-way and <br />stormwater ponding area for the extension of Riverdale Drive. <br />Notification: <br />The City attempted to notify all property owners, as reflected in the Anoka County Property Records, within 700 <br />feet of the Subject Property of the request by U.S. Mail. The Public Hearing notice was also posted in the City's <br />Official Newspaper, the Anoka County UnionHerald. <br />Funding Source: <br />The hard costs for this case are being charged to the Riverstone South escrow, as that project is driving the need to <br />process this Plat. <br />City costs to purchase the required right-of-way and stormwater ponding area total $430,836.33. A portion of these <br />costs are required to pay back RALF Funds used by Anoka County to purchase the southern parcel. City costs are <br />proposed to be paid using a combination of Stormwater Funds and Anoka County HRA funds per attached <br />Resolution #21-185 and the attached certificate of approval for Anoka County HRA funding. <br />Recommendation: <br />Staff recommends approving the Final Plat for River Crossing Second Addition. <br />Action: <br />
