Councilmember Riley introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-303 <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING <br />ADVERTISEMENTS FOR BIDS FOR IMPROVEMENT PROJECT #21-08, WATER <br />TREATMENT PLANT TRUNK WATERMAIN IMPROVEMENTS <br />WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8, <br />2019, five (5) proposals were accepted and a professional services contract was awarded to SEH, <br />Inc. for the purpose of analyzing the City's municipal water supply system source water, <br />developing a water system model, and preparing a preliminary design report for a centralized <br />water treatment plant to ensure that the City's municipal water supply system will continue to <br />provide adequate quantities of safe drinking water into the foreseeable future; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, <br />2021, a professional services contract was awarded to SEH, Inc. for all design and construction <br />services needed to allow the trunk watermain improvements needed to support the centralized <br />water treatment plant to be designed, bid, and constructed before the water treatment plant is <br />constructed; and <br />WHEREAS, funds required to pay for the trunk watermain improvements have been <br />collected from municipal water supply users and are available to fund the proposed <br />improvements, and <br />WHEREAS, SEH, Inc. completed plans and specifications for the purpose of advertising <br />for bids for the same improvements. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The Ramsey City Council hereby approves the final plans and specifications prepared by <br />SEH, Inc. for the making of such improvements, and authorizes the advertisement of bids <br />for the same improvements. <br />The motion of the adoption of the foregoing resolution was duly seconded by Councilmember <br />Howell, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Kuzma <br />Councilmember Musgrove <br />Councilmember Howell <br />Councilmember Heineman <br />Councilmember Riley <br />Councilmember Specht <br />Councilmember Woestehoff <br />
