CC Regular Session <br />Meeting Date: 02/08/2022 <br />Submitted For: Brian McCann, Community Development <br />By: Bria Raines, Community Development <br />7.9. <br />Information <br />Title: <br />Introduce Ordinance #22-09 Amending City Code Section 117-56 Regarding Easement Vacations <br />Purpose/Background: <br />The purpose of this case is to revise the procedure of an easement vacation from requiring an ordinance to a <br />resolution. <br />In City Code, an ordinance typically requires three (3) meetings: <br />• One (1) public hearing at the Planning Commission meeting; and <br />• Two (2) additional meetings with City Council. <br />The proposed change will require: <br />• One (1) public hearing at a City Council meeting - at which time, the resolution would be approved or <br />denied. <br />This code amendment would decrease the number of meetings required from a minimum of two to one. This <br />proposal comes from feedback received by City Staff during a 2021 City Council work session and attempts to <br />increase efficiencies in City processes. <br />Notification: <br />A Public Hearing was held at the January 27, 2022 Planning Commission Meeting. The Public Hearing was <br />advertised in the Anoka County UnionHerald, the City's official newspaper. <br />Observations/Alternatives: <br />Planning Commission 1/27/2022 <br />The Planning Commission unanimously recommended the City Council introduce Ordinance #22-09 at their <br />regular meeting on January 27, 2022. <br />Alternatives <br />Alternative 1: Approve Ordinance #22-09 as written. <br />Alternative 2: Approve Ordinance #22-09 with additional revision feedback for City Staff. <br />Alternative 3: Deny Ordinance #22-09. <br />Funding Source: <br />Staff is handling this case as part of regular duties. <br />Recommendation: <br />The Planning Commission recommends the City Council adopt Ordinance #22-09 Amending City Code Section <br />117-56 Regarding Easement Vacations <br />Action: <br />
