CC Regular Session 7. 12. <br />Meeting Date: 02/08/2022 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title: <br />2022 Legislative Priorities <br />Purpose/Background: <br />The purpose of this case is to review 2022 Legislative Priorities for the City of Ramsey. Legislative priorities were <br />reviewed in December and discussed with local state legislators at the last City Council work session. These <br />priorities will establish legislation that staff will work with local legislators to introduce or support in legislative <br />efforts. <br />Time Frame/Observations/Alternatives: <br />The City had mixed success in 2021 legislative priorities and overall outcomes were good: <br />• The City's top priority for full funding for the US Highway 10 project in Ramsey was achieved. <br />• The extension of the project deadline for Tax Increment Financing (TIF) District 14 (The COR) was approved <br />• Adjustments to Fire Relief Association pertaining to dissolution of Joint Powers Agreement (JPA) with City <br />of Nowthen were approved. <br />• The sales tax exemption for the Public Works Campus was not approved. <br />• The sales tax exemption and funding for a water treatment plant in Ramsey was not approved. <br />The proposed 2022 legislative priorities include both local and statewide policy priorities: <br />• Sales Tax Exemption for the Water Treatment Facility <br />• State Funding for Water Treatment Plant <br />• Funding for continued study of Ramsey/Dayton Mississippi River bridge project. <br />• Metro Mobility Service Area <br />• Closed landfill legislation to allow economic development <br />• Exemption of residential gardens from water emergency restrictions <br />• Statewide licensure of massage therapy <br />• Amend remote open meeting law requirement (MS13D.02) that requires notification of a remote place <br />accessible to the public <br />• Lifting of Hospital moratorium <br />• Local Government Aid formula revision <br />Recommendation: <br />It is recommended that the City Council adopt the 2022 City of Ramsey Legislative Priorities as attached, or, as <br />amended based upon discussion. <br />Outcome/Action: <br />Motion to adopt the 2022 City of Ramsey Legislative Platform as presented, or, as amended based upon discussion. <br />Attachments <br />
