City Administrator Ulrich welcomed the local legislators including Senator Abeler and <br />Representative Heinrich. He stated Representative Scott may be joining as well. He thanked them <br />for joining the meeting and reviewed the staff report. <br /> <br />Councilmember Specht questioned what got passed with the landfill. <br /> <br />The legislators were unclear about this issue. <br /> <br />City Administrator Ulrich stated one of the pieces the City would like to explore is how to get the <br />land back, released from the landfill program. <br /> <br />The legislators agreed that the land couldn’t be released because there was bonding money against <br />it. <br /> <br />City Administrator Ulrich commented that at this point they have been told no, that the Economic <br />Development Manager would need some sort of legislation to take it out of the landfill program <br />and bring it back. He stated there is a 20-year window that it has to wait. He stated the land could <br />be developed now, it is not directly underneath the landfill but perhaps there were some way to <br />release it. <br /> <br />Representative Scott joined the meeting at 6:06 p.m. <br /> <br />Representative Henrich stated when the bonding is released against it, then it’s free to do <br />something with. He offered to check on it if it isn’t done. <br /> <br />Councilmember Musgrove questioned what type of development is being considered for the <br />landfill if it gets released. <br /> <br />Representative Henrich replied it is commercial, that there is land beside it that is good. <br /> <br />City Administrator Ulrich stated the land along Sunwood is a continuation of the industrial park <br />area so it could be developed in a similar way. <br /> <br />Councilmember Musgrove stated that one of the things she had recommended to be on the <br />legislative agenda is removing the hospital moratorium to allow growth in hospitals in rural areas. <br /> <br />Senator Abeler replied usually what happens is the proposer of a hospital would move forward <br />their idea to the department of health which often requires legislation to remove the moratorium <br />for that particular hospital. He stated if she knew of someone who wanted to do a hospital in <br />Minnesota he would be happy to talk to them. He stated it is an expensive and lengthy process. <br />He continued that usually there is a proposal for a certain city that needs a hospital. <br /> <br />Councilmember Musgrove stated that is her point, that it is a long process and without some of the <br />government restrictions there might be more availability of hospitals in the state. <br /> <br />City Council Work Session / January 25, 2022 <br />Page 6 of 23 <br /> <br />
