<br />Councilmember Howell questioned if the estimates were valid if five or six years in the future. <br />She is concerned that the City is taking on a big responsibility and expenditure that the residents <br />are going to have to pay for. She was also concerned about the renovation costs. <br /> <br />Councilmember Musgrove asked about the schematics and information for the barns and if those <br />were examples or from the actual barn. She questioned if the integrity of the structure was known. <br />She also asked what options are available if the buildings are deemed unsafe. <br /> <br />Parks and Assistant Public Works Superintendent Riverblood replied a structural engineer was <br />hired to inspect the buildings, which is the information provided. A building contractor prepared <br />a detailed estimate that includes what would be required to bring the building into use with current <br />rates. <br /> <br />Deputy City Administrator/Community Dev. Director Hagen replied to Councilmember Howell’s <br />question about residents bearing the cost of building renovations. He stated that this is a <br />community park, which means that improvements are typically paid for by park dedication fees <br />from developers as they plat the property, not the current residents. <br /> <br />Parks and Assistant Public Works Superintendent Riverblood confirmed that park improvements <br />are almost exclusively funded by the Park Trust Fund, which are monies paid for by the developer <br />through park fees and trail fails. Operations are paid for by the General Fund budget and park <br />maintenance is paid for as a part of property taxes. <br /> <br />Councilmember Heineman commented that a structure has the potential to generate revenue. It <br />could be paid for with the park dedication funds and bring more elective revenue through using <br />the venue.
