<br />7.04: Introduce Ordinance #22-07 Amending City Code Chapter 30, Section 3 exempting <br />the Mississippi River Corridor Critical Area (MRCCA) Overlay District from height <br />restriction to ground cover vegetation <br /> <br />Planning Manager McGuire Brigl reviewed the staff report. She stated this amendment is required <br />by the DNR. <br /> <br />Councilmember Woestehoff asked if it was known about how many properties would be effected. <br /> <br />Planning Manager McGuire Brigl replied it is portions of lots along the Mississippi River line and <br />would affect quite a few lots, she guessed maybe 100. <br /> <br />Councilmember Woestehoff commented that notifications are something that the City can work <br />on even though it is not required. He asked how much additional work or cost it would take to <br />notify these properties. <br /> <br />Planning Manager McGuire Brigl replied she guessed it would cost less than $20. <br /> <br />Councilmember Musgrove commented that the DNR has a reason for allowing longer grass and <br />asked if there was an explanation why the City is required to add it to the City Code. She also <br />asked if there was an educational component that can be added to the notice to the residents if it <br />was provided. <br /> <br />Planning Manager McGuire Brigl replied the DNR did provide some information as it is better for <br />the environment, prevents erosion, protects native landscapes, and protects the Mississippi River. <br />She noted a one-page handout can be created about why and send it to the effected properties. <br /> <br />Motion by Councilmember Musgrove, seconded by Councilmember Heineman, to introduce <br />Ordinance #22-07 Amending City Code Chapter 30, Section 3 exempting the Mississippi River <br />Corridor Critical Area (MRCCA) overlay district from height restriction to ground cover <br />vegetation. <br /> <br />Councilmember Woestehoff offered a friendly amendment to include notice to subject properties. <br /> <br />A roll call vote was performed. <br /> <br />Councilmember Heineman aye <br />Councilmember Woestehoff aye <br />Councilmember Specht aye <br />Councilmember Musgrove aye <br />Councilmember Riley aye <br />Councilmember Howell aye <br />Mayor Kuzma aye <br /> <br />Motion carried. <br />City Council / January 11, 2022 <br />Page 21 of 25 <br /> <br />
