The l'bllowing activities are prohibited within wetland buffers unless expressly allowed under a <br />City-approved buffer management regimen: <br /> <br />a. Mowing; <br /> <br />Cutting of woody vegetation, with the exception of invasive non-native <br />trees and shrubs, shall be prohibited. A list of invasive non-native trees <br />and shrubs is available from the City; <br /> <br />c. Filling, grading or excavating; <br /> <br />d. Disposal of grass clippings, tree branches or other-vegetative waste; <br /> <br />e. Placement of structures; <br /> <br />Application of herbicides, except as applied in spot treatments to control <br />or eradicate prohibited, restricted or secondary noxious weeds as defined <br />in Minn. Rules 1505.0730 to 1505.750. A list of these species is available <br />from the City. <br /> <br />9.26.10 Encroachment in Buffer Areas. Water quality ponds may encroach into <br />required wetland buffer areas, provided it doesn't reduce the buffers ability to treat water quality <br />and that the amount of buffer width encroached upon does not exceed 50 percent of the total area <br />required fbr such ponding. <br /> <br />,~EC I'ION 2. SUMMARY <br /> <br />The lbllowing official summary of Ordinance #05-__ has been approved by the City Council of <br />~hc City o [' Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />llt is the intent and effect of Ordinance #05-__ to amend Ramsey City Code Chapter 9 (Zoning <br />and Subdivision of Land) to add a section to establish regulations and guidelines that will <br />provide standards for wetland protection within the City and consistent with the requirements of <br />Minnesota Statutes. <br /> <br />SECTION 3. EFFECTIVE DATE <br /> <br />The effective date of this ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br />Adopted by the Ramsey City Council the __ day of <br /> <br />.,2005. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br />-25- <br /> <br /> <br />
