involvement in the Metropolitan Transit Taxing District, and to invite a representative of the <br />Metropolitan Transit Taxing District to a future work session. <br /> <br />5) City Manager Form of Government/Personnel Recruitment Process <br /> <br />City Administrator Norman reviewed that at the August 9th City Council meeting there was <br />discussion over the amount of time it takes to fill vacant positions in the City. There was also <br />discussion regarding the consideration of changing to a City Manager form of government. He <br />explained in a sense the recruitment process has been streamlined with staff given the authority <br />~o begin the advertisement process prior to Council authorization. He advised there are likely <br />some internal things that can be done with the process, but it would not result in major <br />streamlining duc to statute limitations. <br /> <br />l luman Resources Manager Reed advised her understanding from the Council's previous <br />discussion is that the Council would like to shorten the overall recruitment process. The only <br />ama where a difference could really be made would be the point when authorization to hire is <br />requested fi'om the Council. She stressed the need to adhere to the authority the Council has <br />been given. Her recommendation if the Council wants to shorten the process would be to <br />c{msidcr a City Manager form of government, which would shorten the process significantly. <br /> <br />City Administrator Norman advised he and Police Chief Way agree that the first two options <br />presented in the staff report for streamlining the recruitment process are not preferred. He noted <br />thc City of Ramsey will grow to a population of 40,000 to 50,000, and a City Manager form of <br />government will be needed at some time. Under a City Manager form of government the <br />Council would determine the policy to be followed. <br /> <br />Mayor (}amec asked if a charter amendment is required to change to a City Manager form of <br />govern mont. <br /> <br />City Administrator Norman replied a charter amendment referendum vote or a 7-0 vote by the <br />City Council would be required to make the change. <br /> <br />Councilmember Pearson asked if there would be other changes associated with the change in the <br />form ot' government. <br /> <br />Assistant City Administrator Nelson replied the City Manager would have the authority of <br />authorizing expenditures, whereas now there is a list of bills that the Council approves. She <br />indicated further information can be brought back to the Council at a future meeting. <br /> <br />t luman Resources Manager Reed advised the League of Minnesota Cities completed an update <br />in April of 2004 with a vague description stating that the City Manager has broader authority <br />than the City Administrator. <br /> <br />City Administrator Norman explained there are City Manager forms of government that act quite <br />a bit like City Administrator governments and there are City Administrator forms of government <br />that act like City Manager governments. <br /> <br />City Council Work Session / September 6, 2005 <br /> Page 4 of 6 <br /> <br /> <br />
