Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION ADOPTING FINDINGS OF FACT #0726 TO RELATING TO A <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF A SUBDIVISION PROPOSED <br />TO BE NAMED RUM RIVER ESTATES ADDITION. <br />WHEREAS, National Growth, hereinafter referred to as "Applicant," has properly <br />applied for preliminary plat approval of Rum River Estates Addition on the following described <br />property located in the City of Ramsey: <br />The north 330.00 feet of the Northwest Quarter of the Northeast Quarter of Section 23, <br />Township 32, Range 25, together with an easement for road purposes over the west <br />33.00 feet of that part of the Northeast Quarter of said Section 23 which lies north of <br />County State Aid Highway No. 5, according to the United States Government survey <br />thereof, Anoka County, Minnesota. <br />(the "Subject Property ") <br />RESOLUTION #05 -07 -203 <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br />I. That Section 9.20.11 (R -1 Residential District) of the City Code permits single family <br />residential units at a density of 3 units per acre; or 4 units per acre as a Planned Unit <br />Development that includes townhomes. <br />2. That on December 13, 2004, the City of Ramsey received an application and sketch plan <br />for the proposed plat of Rum River Estates consisting of approximately 10 acres to be <br />developed with 26 detached townhome units, for a density of 3.2 units per acre, and <br />access provided by a 1,105 foot cul -de -sac that exceeds the 600 foot maximum length <br />established by City Code. <br />3. That on January 6, 2005, the Planning Commission reviewed the sketch plan and <br />determined that the density should be reduced and although density transitioning is not <br />required in this case, there should be some provided on the common property line with <br />the residential units to the north. <br />4. That on January 25, 2005, the City Council reviewed a revised sketch plan that reduced <br />the number of units from 26 to 24 and the following concerns were raised: density, <br />benefits to the City for the PUD, the length of the cul -de -sac, the lack of density <br />transitioning or buffering on the north property line, and the uncertainty of the Potassium <br />Street right-of-way. <br />5. That on February 11, 2005, the Applicant's submitted a preliminary plat for Rum River <br />1.states to the City. <br />
