CC Regular Session 7. 3. <br /> Meeting Date: 02/22/2022 <br /> By: Chris Anderson, Community <br /> Development <br /> Information <br /> Title: <br /> Adopt Resolution#22-044 Approving Final Plat and Development Agreement for Lynwood Addition(Project No. <br /> 21-122); Case of U.S. Home Corporation DBA Lennar <br /> Purpose/Background: <br /> The City has received an application from Lennar(the "Applicant") for Final Plat approval for the first addition of <br /> Lynwood, a residential development of both attached townhomes and detached single family homes, located west <br /> of Armstrong Boulevard and north of Bunker Lake Boulevard(the "Subject Property"). Multiple approvals related <br /> to this project have already been granted, including a Comprehensive Plan Amendment(re-guided the Subject <br /> Property from High Density Residential to Medium Density Residential); a Zoning Amendment(rezoned a portion <br /> of the Subject Property from R-3 High Density Residential to R-2 Medium Density Residential); approval of the <br /> Preliminary Plat(September 28,2021); and approval of a Grading Agreement that allowed the Applicant to begin <br /> clearing/grubbing and mass grading of the Subject Property in December of 2021. <br /> Notification: <br /> No notification is required for Final Plat.Notification was required and previously provided for the Preliminary <br /> Plat, Zoning Amendment, and Comprehensive Plan Amendment. <br /> Time Frame/Observations/Alternatives: <br /> General Project Summary <br /> The overall project includes 125 attached townhomes and 12 detached single family homes. The Subject Property is <br /> approximately 34 acres in size. Zoning of the Subject Property is R-2 Residential (Medium Density) and R-1 <br /> Residential(MUSA) - 80 and is guided as Medium Density Residential in the Comprehensive Plan. The overall <br /> density of the project is 5.57 units per acre. The project includes a combination of public and private roads and <br /> includes two (2) access points onto Armstrong Boulevard, one is a full access while the other is a right-in, right-out <br /> only. <br /> Final Plat <br /> The first addition includes 74 attached townhome units. It also includes construction of both accesses onto <br /> Armstrong Boulevard as well as turn lanes on Armstrong Boulevard. It appears that the final plat is consistent with <br /> the approved preliminary plat. <br /> Density Transitioninll Plantings <br /> The project is subject to density transitioning, due to the existing neighborhoods to the west and north. The single <br /> family homes are not part of the first addition(this area is being platted as Outlot B for now);however, some of the <br /> transitioning plantings will be installed initially. The remainder of the plantings will need to be installed with the <br /> second phase (when the single family lots are final platted). This is because there are two sections along the <br /> common boundary with the adjacent, existing neighborhoods where storm sewer infrastructure will be installed as <br /> part of phase two (serving the single family lots). If the plantings went in now,they'd all have to be torn out and <br /> replanted in a year or two. <br /> Alternatives <br /> Alternative 1: Approve the Final Plat and Development Agreement for the first addition of Lynwood.
