CASE # <br /> <br />PUBLIC HEARING AND LEVY SPECIAL ASSESSMENT FOR <br />IMPROVEMENT PROJECT 05-23 EBONY STREET AND UTILITY <br />IMPROVEMENTS <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />This project consists of a number of improvements including sanitary utilities, <br />stormwatcr, street and sidewalk improvements. The project was awarded on August 23, <br />2005 and work on the project has been initiated but not completed. This project is being <br />assessed based upon the bid quantities and unit prices. The project costs have been <br />aggregated into five separate categories as follows: <br /> <br />Storm sewer $114,231 42% <br />Lateral S&W $64,466 23% <br />Street Improvements $45,439 16% <br />Trunk S&W $31,184 11% <br />Sidewalk $22,210 8% <br />Totals $277,530 100% <br /> <br />l:inancing for this project will come from a variety of funding sources including all storm <br />water costs coming from the storm sewer utility and the sidewalk costs coming from the <br />City trail fund. All of the lateral sewer and water cost will be assessed to the three <br />property owners which petitioned for these improvements. These property owners will <br />also be assessed the standard sewer and water truck charges which amount to $17,793 <br />which will help to offset the project trunk charges associated with this project. In addition <br />all property owners fronting on Ebony Street will be assessed for the cost of the street <br />iml)rovcments which consist of a new wear course of bituminous and concrete curb and <br />gutter. The amount of the street assessment for each property is based upon the amount of <br />fi'om tbotage. Petitioning property owners are charged 100% of the cost of curb and <br />gutter while nonpetitioning properties are being assessed 50% of the cost as directed by <br />council in the Feasibility Study. Attached to this case is a Summary of Assessments <br />which identifies the breakdown for each of the ten properties proposed for assessment. <br /> <br />Rcconunendation: <br /> <br />I%llowing the close of the Public Hearing, adopt the attached resolution which levys <br />special assessments on Improvement Projects #05-23. <br /> <br />Council Action: <br />Motion to adopt Resolution #05-09-XXX adopting assessments for Improvement <br />Ih-ojccts #05-23. <br /> <br />CC: 09/27/05 <br /> <br /> <br />
