CASE # <br /> <br />CONSIDER ORDINANCE TO AMEND SECTION %20.11 <br />(R-1 RESIDENTIAL DISTRICT) OF CITY CODE; <br /> CASE OF CITY OF RAMSEY <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />i;ackground: <br /> <br />In July ol~ 2005, Ordinance # 05-12 amendedthe R-1 Bulk Standards. During that amendment <br />process, the Rural Developing Bulk Standards erroneously reverted back to the "old" standards <br />with regard to lot size, lot width, and setbacks. <br /> <br />Observations: <br /> <br />Staff has dratled an ordinance that will correct the lot size, lot width, and setbacks for the R-1 <br />Rural Developing bulk standards. Staff also notice that when the R-1 Rural Developing bulk <br />standards were amended to require lot clustering, the maximum number of driveways was <br />reduced t?otn two (2) to one (1) per street frontage. This is logical for all.lots created under the <br />new standards, which would be similar in size to urban lots. However, most of the existing <br />properties in the Rural Developing district are at least an acre in size and thus, Staff has also <br />revised the bulk standards to specify that clustered lots are limited to one (1) driveway per street <br />t'rontage but that all existing (non-clustered) lots are limited to two (2) driveways. <br /> <br />The Planning Commission conducted a public hearing on September 1, 2005. There were no <br />written or verbal comments submitted at the hearing. City Council introduced the ordinance on <br />September 13, 2005 and it is now eligible for adoption. <br /> <br />Recommendation: <br /> <br />The l~lanning Commission and City Staff recommend approval of the proposed amendment to <br />City Code Section 9.20.11 (R-1 Residential District). <br /> <br />Council Action: <br /> <br />Motion by Councilmember to adopt Ordinance #05-__ and seconded by <br />C(,uncilmember amending City Code Section 9.20.11 (R-1 Residential District). <br /> <br />Roll Call Vote: <br /> <br />C0uncilmember Jeffrey <br />Councilmember Olson <br />Councilmember Cook <br />Councilmember Pearson <br />Councilmember Strommen <br />Councilmember Elvig <br />Mayor Gamec <br /> <br />Review Checklist: <br /> <br />Asst.
