CASE # <br /> <br />CONSIDER AWARD OF BIDS FOR IMPROVEMENT PROJECT 02-40 <br />SANITARY SEWER, WATERMAIN, AND STORM SEWER IMPROVEMENTS <br />TO OAK TERRACE ESTATES MOBILE HOME PARK' <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Bids For this project were opened on Thursday, September 22, 2005 and bids were <br />received from two bidders as follows: <br /> <br /> Kober Excavating $447,486.05 ' <br /> Dave Perkins Contracting $481,692.50 <br /> <br />Thc Iow bid received is over 35% higher than the engineer's estimate of $329,606.50 for <br />this project. In addition the project scope was expanded over that which was originally <br />contained in the feasibility study to include considerably more storm sewer and <br />consequently more removals and restoration. <br /> <br />There may be a number of factors related to the bids coming in higher than the estimate <br />which include; (a) difficult working conditions due to the narrow utility avenues and <br />structures which need to be protected, (b) the relative few number of bids received which <br />were due the rnorning following a damaging storm; and (c) higher construction prices in <br />recent weeks due to gasoline and materials price increases. <br /> <br />Our consulting engineer, Hakanson Anderson Associates, will be reviewing the bids and <br />meeting with Mr. Gary Wrobel, manager of the mobile home park, to determine whether <br />some elements of the project can be modified to reduce the project cost. Nearly all of the <br />construction cost associated with this project are to be assessed to Oak Terrace Estates <br />Mobile Home Park, the sole benefited property. The feasibility study proposed that the <br />extension of sanitary sewer to the mobile home park from the point that it terminates on <br />the Sunfish Commons property, be the responsibility of Sunfish Commons under the <br />terms of their development agreement. This cost is estimated to be $25,140 based upon <br />thc bids received. <br /> <br />Recommendation: <br /> <br />Stat'f' recommends award of the project to Kober Excavating in the amount contingent <br />upon (a) an agreement being signed by the Oak Terrace Estates Mobile Home Park <br />agreeing to the being assessed the full amount of the project costs;' and (b) the receipt of <br />drainage and utility easements from Oak Terrace Estates Mobile Home Park over the <br />sanitary sewer and watermains which are to be maintained by the City. <br /> <br /> <br />
