CASE # <br /> <br />CONSIDER APPROVAL OF ACQUISITION OF EASEMENTS FOR THE NW <br />TRUNK SANITARY SEWER EXTENSION <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Thc City Council authorized Bolton & Menk, Inc to begin design of the infrastructure for <br />cxlcnsion of sewer and water to petitioning properties on May 11, 2004. The costs were <br />to bc paid From the respective enterprise funds and be reimbursed from the bond proceeds <br />when and if the projects were approved. <br /> <br />Thc City Council directed staff to implement a public participation program on December <br />6, 2004. The program included property owners in the area identified as the NW Sewer <br />l~xtcnsion. <br /> <br />Thc City held an informational meeting on February 7, 2005 with residents that could be <br />impacted by sewer and water extension. There were five (5) alignments under <br />consideration and all residents adjacent to the proposed alignments were invited to <br />l)~rticipate in the meeting. <br /> <br />Thc City Council concurred with the Staff recommendation that Option 3 be selected as <br />thc alignment for this sewer extension at a work session March 15, 2005. The <br />recommendation was based on review of the advantages and disadvantages of each <br />alignment and consideration of public comments received. <br /> <br />Thc City Council selected the alignment on April 12, 2005. Staff was directed to notify <br />residents adjacent to Alignment No. 3 on June 9, 2005. The purpose of this notification <br />was to begin the process of acquiring the easements necessary for construction of the <br />scwcr and water lines. The majority of the properties need to be acquired before issuing <br />lhc bids for the project. <br /> <br />Thc City Council authorized staffto retain Tinklenberg Group and Prosource <br />Technologies on August 23, 2005. These finns will contact each property owner <br />individually, negotiate the necessary easement and prepare the necessary documents to <br />transl'er the easements to the city. <br /> <br />Observations: <br /> <br />There are 52 properties along the selected alignment. The contacts started with the <br />castcm most properties and will proceed to the west. Staff has received a report that <br />negotiations have been successfully completed with ten (10) of the property owners. <br />These agreements are subject to approval by the City Council. A memo from the <br />~l'in k lcnberg Group and the list of property owners contacted and the proposed amounts <br />arc attached as well as exhibits showing the location of each parcel. <br /> <br /> <br />
