CASE # CONSIDER APPROVAL OF ACQUISITION OF EASEMENTS FOR THE NW TRUNK SANITARY SEWER EXTENSION By: Leonard Linton, Civil Engineer II Background: Thc City Council authorized Bolton & Menk, Inc to begin design of the infrastructure for cxlcnsion of sewer and water to petitioning properties on May 11, 2004. The costs were to bc paid From the respective enterprise funds and be reimbursed from the bond proceeds when and if the projects were approved. Thc City Council directed staff to implement a public participation program on December 6, 2004. The program included property owners in the area identified as the NW Sewer l~xtcnsion. Thc City held an informational meeting on February 7, 2005 with residents that could be impacted by sewer and water extension. There were five (5) alignments under consideration and all residents adjacent to the proposed alignments were invited to l)~rticipate in the meeting. Thc City Council concurred with the Staff recommendation that Option 3 be selected as thc alignment for this sewer extension at a work session March 15, 2005. The recommendation was based on review of the advantages and disadvantages of each alignment and consideration of public comments received. Thc City Council selected the alignment on April 12, 2005. Staff was directed to notify residents adjacent to Alignment No. 3 on June 9, 2005. The purpose of this notification was to begin the process of acquiring the easements necessary for construction of the scwcr and water lines. The majority of the properties need to be acquired before issuing lhc bids for the project. Thc City Council authorized staffto retain Tinklenberg Group and Prosource Technologies on August 23, 2005. These finns will contact each property owner individually, negotiate the necessary easement and prepare the necessary documents to transl'er the easements to the city. Observations: There are 52 properties along the selected alignment. The contacts started with the castcm most properties and will proceed to the west. Staff has received a report that negotiations have been successfully completed with ten (10) of the property owners. These agreements are subject to approval by the City Council. A memo from the ~l'in k lcnberg Group and the list of property owners contacted and the proposed amounts arc attached as well as exhibits showing the location of each parcel.
