Case #16: <br /> <br />Consider Award of Bids for Improvement Project 02-40 Sanitary Sewer, <br />Watermain, and Storm Sewer Improvements to Oak Terrace Estates Mobile <br />ltome Park <br /> <br />Assistant l'ublic Works Director Olson stated bids for this project were opened on Thursday, <br />September 22, 2005 and bids were received from two bidders as follows: Kober Excavating at <br />$447,486.05; Dave Perkins Contracting at $481,692.50. The low bid received is over 35% <br />higher than the engineer's estimate of $329,606.50 for this project. In addition, the project scope <br />was expanded over that which was originally contained in the feasibility study to include <br />considerably morc storm sewer and consequently more removals and restoration. He explained <br />there may be a number of factors related to the bids coming in higher than the estimate which <br />include; (a) difficult working conditions due to the narrow utility avenues and structures which <br />need to be protected, (b) the relative few number of bids received which were due the morning <br />f,,)llowing a damaging storm; and (c) higher construction prices in recent weeks due to gasoline <br />and materials price increases. He advised staff recommends award of the project to Kober <br />I';xcavating contingent upon the receipt of drainage and utility easements from Oak Terrace <br />l';states Mobile Home Park over the sanitary sewer and watermains which are to be maintained <br />by lhc City. <br /> <br />('it5' Attorncy Goodrich advised staff recommends the Council grant authority to allow the City <br />l:,nginccr to delete some additional items included in the bid for the project that may not be <br />necessary. <br /> <br />(7ouncilmcmber Elvig questioned if this recommended change will result in a change to the <br />specifScations. <br /> <br />Assistant Public Works Director Olson replied it will change the specifications, but it is not <br />known t() what extent at this point. <br /> <br />('ouncihncmber Elvig requested clarification that the change will not affect the sanitary sewer <br />ftmding for thc property. <br /> <br />Assistant Public Works Director Olson replied that is correct. <br /> <br />('ouncilmember Elvig stated this is an important project. He wants people to understand that this <br />Council has been supportive of getting this sanitary sewer extended to the mobile home park. <br />'l'hcrc have been a lot of comments that the City is trying to throw these people out of their <br />homes, and these comments are not true. <br /> <br />Motion by Councilmcmber Elvig, seconded by Councilmember Cook, to adopt resolution #05- <br />09-340 awarding project #02-40 to Kober Excavating contingent upon the receipt of drainage <br />and utility casements from Oak Terrace Estates Mobile Home Park over the sanitary sewer and <br />watcrmai ns which arc to be maintained by the City, and with authority granted to allow the City <br />k;nginccr to delete some additional items included in the bid for the project that may not be <br />tlcccsssry. <br /> <br />City Council / September 27, 2005 <br /> Page 21 of 25 <br /> <br /> <br />
