September <br /> <br />I<amsey City Council <br />City of Ramsey <br />t 5153 Nowthen Blvd NW <br />Ramscy, Mn 55303 <br /> <br />q-2.7.05 <br /> gO.. <br /> <br />Atto: Mayor and Council Members: <br /> <br />l an} writing in regards to the public hearing scheduled for September 27, 2005 for the proposed <br />assessments [br Seal Coating & Crack filling of Pondvale Estate and Pondvale Estates 2nd addition. <br /> <br />Alier reviewing the amounts proposed to be assessed, I believe that those amounts need to be revised for the <br />following reasons: <br /> <br /> I. The seal coating and crack filling that was performed in our development was less than <br />adeqnatc. There are still holes in the road that have not been repaired. My understanding of the repairing <br />o/' holes in asphalt was that the old asphalt needs to be saw cut out and then replaced with like thickness of <br />~,sphalt in order for the seal coat to adhere, which was not done in this case. There are still holes where they <br />had been before. We have many low areas in our road which cause ice build up in the winter and those low <br />al'cas are still there as well. <br /> <br /> 2. In 2003, a feasibility study was conducted for the installation of City Sewer and Water in <br />Pondvale Estates and Pondvale Estates 2na addition. At that time, it was stated that because our roads were <br />17 years old, they would requke a complete overlay in the next 2 yrs. If our roads required a complete <br />overlay, ..why only a seal coat at th/s point? (copy of the cover page and page pertaining to the overlay is <br />a ttac hed). <br /> <br /> 3. Currently, a sketch plan has been submitted to the City Council for the field to the north of my <br />development which proposes that Helium St. run through to Alpine Drive. If that sketch plan is approved <br />and the road does run through, why would the City expect residents to pay for seal coating at this point? <br /> <br /> 4. Finally, the way the assessments were done I believe is unfair. In the past years, the residents <br />o f Pondvale Estates and Pondvale Estates 2~a addition, all equally owned 3 lots. In the past few years, two <br />o f those residents have dissolved lot lines, giving them only 2 lots instead of 3. Therefore, the method in <br />which the assessments were calculated is somewhat unequal. Most of us'received 3 separate statements, <br />except for the two that dissolved lot lines. Since they use the road as equally as the rest of the <br />development, using the number of lots as the dividing factor in unfair. Why should I pay the assessment 3 <br />times when another resident (who owns the same amount of land I do) only has to pay tw/ce? <br /> <br />[ hope that the concerns that I have stated above will be addressed. I am unable to attend the hearing at <br />'l'uesdays' meeting but fee[ that these concerns are valid. Until the items above can be address I would <br />hope that you would robie the determination of the final costs associated with the seal coating and crack <br />filling of Pondvale Estates and Pondvale Estates 2~a addition. <br /> <br />Pondvale Estate 2''a Addition. <br /> <br /> <br />
