2_0 <br /> <br />3.0 <br /> <br />"Helium Street Extension-C.O.R. Project No. 02-20" in a separate feasibility <br />report. A small portion of this,proiect area immediately north of Pondvale Estates <br />will benefit from the storm drainage and detention pond being provided in this <br />project. Therefore, a proportional percentage of the cost of the storm drainage <br />system including right-of~way will be added in to the Project No. 02-20. <br /> <br />The other project is the residential subdivision northeast of this subdivision <br />referred to as "151st Ave/Fluorine St.-'152nd Ave.- C.O.R. Project No. 02-21" in its <br />separate feasibility report. <br /> <br />PROJECT NEED <br /> <br />The project as proposed serves these needs: <br /> <br />· Provides connection to the City's water system as well as completing the <br /> looping of the 12" trunk water main stubbed, to both sides of the <br /> subdivision. This will also provide fire protection for the subdivision. <br /> <br />· Provides the access to the interconnection of the proposed water <br /> improvements in the two companion projects discussed in Section 1.0. <br /> <br />· Provides connection to the City's sanitary sewer system. <br /> <br />· After installation of the underground utilities, replaces the existing paved <br /> street having bituminous curb with a permanent urban paved street with <br /> concrete curb and gutters and improved storm drainage. This complies · <br /> with the policy of requiring concrete C & G in all subdivisions in the urban <br /> area that have water and sewer. <br /> <br />· Provides a positiv.e overflow to the wetlands for the subdivision and for a <br /> portion of the Helium St. Extension project located directly north of the <br /> subdivision. <br /> <br />EXISTING CONDITIONS <br /> <br />The proposed project area consists of approximately 10 acres of land that is <br />developed as single family residential lots. The lots are owned in eight groups of <br />two or three each. Sale of' the unused portions of the lots may occur in the <br />future. The land within the subdivision is gently sloped with elevations ranging <br />from 895 to 875. <br /> <br />A. Streets and Storm Drainaq_g_ <br /> <br />The existing streets in the subdivision are paved bituminous with bituminous <br />curbs, 31 feet width to back of curbs. The pavement is approximately 17 years <br />old and is in fair condition. An overlay would be required within two.yea-rs. <br /> <br />There is not an underground storm drainage system to collect the storm water. <br />Currently, a portion of the area in the subdivision drains to a small detention <br />basin, which does not have an outlet.
