Staff is currently in the process of going through last year's projects to be sure <br />cvcryfl~ing is done to the satisfaction of himself and the City Engineer. Staff will continue to <br />take corn mcnts fi'om the residents and determine their validity; any needed patches can be done <br />next year. Ile explained assessments cannot be attested based on quality comments, but staff <br />tries to accommodate everyone's concerns and requests. Staff does their best to drive every road <br />that is scalcoatcd and overlayed, but would like to hear from anyone noticing any defects in <br />q ual ity. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />~/054)9-325 through 05-09-331 adopting assessments for Improvement Project #05-02 through <br />#05-08. <br /> <br />Mellon carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Further discussion: Councilmember Elvig stated the City has done a wonderful job <br />maintaining taxes at a time of increased costs to cities, such as energy costs, the price of tar and <br />p¢lrolcum, and the cost of running the government. Three years ago when he was on the Council <br />thc ta× rate was approximately 40 or 41 percent, and it is now down to 38.1 percent. Ramsey <br />now has thc fifth lowest tax rate in municipalities in this area. Councilmember Cook commented <br />this has been accomplished during a time when the City lost over $400,000 in state funding. <br /> <br />(iasc//3: <br /> <br />Public Hearing and Levy Special Assessment for Improvement Project #05- <br />23 Ebony Street Utility Improvements <br /> <br />Mayor (iamcc closed the regular portion of the City Council meeting at 7:42 p.m. in order to <br />conduct a public hearing. <br /> <br />Pul>lie llearing <br /> <br />Mayor (;amcc called thc public hearing to order at 7:42 p.m. <br /> <br />Presentation <br /> <br />City l';ngineer Jankowski indicated this project consists of a number of improvements including <br />sanilary utilities, stormwater, street and sidewalk improvements. The project was awarded on <br />August 23, 2005 and work on the project has been initiated but not completed. This project is <br />being bid based upon the bid quantities and unit prices. He advised financing for this project will <br />come /'rom a variety of funding sources, including all storm water costs coming from the storm <br />sewer utility and sidewalk costs coming from the City trail fund.
