Mr. Norman commented that the second question in the last election was an advisory question. <br />This Charter Commission cannot put advisory questions on the ballot, however, the City Council <br />can. <br /> <br />Ms. Hunter felt that a two-year term is expensive for the candidate and that they are just getting <br />to know the job and then their term is up. <br /> <br />Commissioner Henke stated that the citizens said they wanted the opportunity to turn the Council <br />over every two years and asked why the Charter would be considering a ward system without <br />turnover every two years. <br /> <br />Mr. Goodrich stated that the citizens are having an opportunity to vote again. <br /> <br />Commissioner Henke suggested the citizens might look at it as if the City did not like the way <br />the vote went the first time. <br /> <br />Commissioner Bertzyk stated that the ward system gives more information to the voters. <br /> <br />Commissioner Deemer added that the voters had no idea of a ward system at the time of the <br />election. <br /> <br />Discussion ensued relating to the fact that the citizens may have voted differently if the ward <br />system had been implemented. Commissioner Ebel agreed to decide the ward question first <br />because it will change the dynamics drastically. <br /> <br />Chairperson Vogt commented on the colored sheets of information handed out by Mr. Goodrich. <br />He did not want to confuse the citizens and suggested that the lavender handout was the most <br />confusing. <br /> <br />Commissioner Childs agreed that we would want more simplicity and we could always tweak it <br />later. <br /> <br />Motion by Commissioner Milless and seconded by Commissioner Childs that the Charter be <br />amended implementing a ward system pursuant to the handout (blue) from Mr. Goodrich. <br /> <br />Further discussion: Attorney Goodrich inquired if the Commission wanted to delete line #10 <br />(stating what the wards will be known as). <br /> <br />Amendment by Commissioner Swanson and seconded by Commissioner Ebel to delete line #10. <br /> <br />Further discussion: Commissioner LaMere inquired if deleting line #10 changed line #14 on the <br />next page. Commissioner Henke stated that the she is not in favor of taking any of the language <br />out as we do not know the repercussions of doing so. Attorney Goodrich stated that language <br />could be added that says wards shall be designated as Ward #1, 2, 3, and 4.
