Ar rft <br /> U.S. DEPARTMENT DF THE TREASURY <br /> first identify the class and the impact that it faced.Then, recipients only need to document that <br /> the individuals served fall within that class; recipients do not need to document a specific impact <br /> to each individual served. For example, a recipient could identify that restaurants in the <br /> downtown area faced substantial declines in revenue due to decreased foot traffic from <br /> workers; the recipient could develop a program to respond to the impact on that class and only <br /> needs to document that the businesses being served are restaurants in the downtown area. <br /> Recipients should keep the following considerations in mind when designating a class: <br /> w There should be a relationship between the definition of the class and the proposed <br /> response. Larger and less-specific classes are less Uke|yto have experienced similar <br /> harms,which may make it more difficult to design a response that appropriately <br /> responds to those harms. <br /> ~ Classes may be determined on a population basis or on a geographic basis, and the <br /> response should be appropriately matched. For example, a response might be designed <br /> to provide childcare to single parents, regardless of which neighborhood they live in, or ' <br /> a response might provide a park to improve the health of a disproportionately impacted <br /> neighborhood. <br /> � Recipients may designate classes that experienced disproportionate impact, by <br /> assessing the impacts of the pandernic and finding that some populations experienced <br /> meaningfully more severe impacts than the general public.To determine these <br /> disproportionate impacts, recipients: <br /> o May designate classes based on academic research or government research | <br /> publications (such as the citations provided in the supplementary information in <br /> the final rule),through analysis of their own data, or through analysis of other <br /> existing data sources. <br /> o May also consider qualitative research and sources to augment their analysis, or <br /> when quantitative data is not readily available. Such sources might include <br /> resident interviews or feedback from relevant state and local agencies, such as <br /> public health departments or social services departments. <br /> o Should consider the quality of the research, data, and applicability of analysis to <br /> their determination in all cases. <br /> � Some of the enumerated uses may also be appropriate responses to the impacts <br /> experiencedbyotherdessesofbenef|dor/es. |tis permissible for recipients toprovide <br /> these services to other classes, so long as the recipient determines that the response is <br /> also appropriate for those groups. <br /> ~ Recipients may designate aclass based on income level, including at levels higher than <br /> the final rule definition of"low-and moderate-income." For example, a recipient may <br /> identify that households in their community with incomes above the final rule threshold <br /> for low-income nevertheless experienced disproportionate impacts from the pandemic <br /> and provide responsive services. <br /> 2. Design a response that addresses or responds to the impact.
