Pm7 ballot question created as the result of a <br />petition considered at a general or special election pursuant to Charter sections 5.5 <br />Initiatives_or 5.7 Referendtan, and MN Statutes 410.12 inclusive shall not be deemed <br />approved by the voters unless at the election. <br /> <br /> 1. Twenty five percent of the registered voters at the t/me of the last city-wide <br />general election turnout at the election. <br /> <br />AND <br /> 2. Fifty-one percent of those voting on any question, vote yes on that question. <br /> <br /> <br />
