Commissioner Henke stated that the citizens wanted to be able to mm over the majority of <br />Council. She stated she is simply pro-citizen and she is in favor of Terry Hendriksen's question. <br /> <br />Commissioner Swanson asked about the clarifying language for the ballots. <br /> <br />Mr. Hendriksen stated it could ask "do you favor a ward system that elects the majority of the <br />Council every four years or every two years". <br /> <br />Commissioner Swanson asked what if the citizen do not want wards. <br /> <br />Mr. Hendriksen replied that they could then vote no on each of them. You would send this <br />language to the City Council and the City Council would craft the exact amendment. Only the <br />pertinent information appears on the ballot. <br /> <br />Mr. Goodrich pointed out to Mr. Hendriksen that he (Hendriksen) had added 2.3.3 Transition <br />Schedule. <br /> <br />Commissioner LaMere stated that her vote on the wards is no - this is too confusing for our <br />voters. <br /> <br />Commissioner Childs stated that he would not support changes in the transition schedule, but <br />that he has no problem crafting an advisory question for the ballot. He felt it would be "poison <br />to mess with the transition". <br /> <br />Keith Kiefer felt that a change in the transition schedule was not a good idea. He suggested <br />putting a question educating the voter that 50 percent of the City Councilmembers term is up <br />during every general election and that the Mayor is elected every presidential election, effective <br />in the year 2004, would you (voter) be interested in the Mayor's term going back to two years. <br /> <br />Commissioner Childs stated that by adding to this ballot another question, he was not sure that <br />the citizens will vote to have a ward system. Currently we will have seven members with <br />election year 2002. He suggested just getting through this wards question and see what the <br />election brings. He was against adding to the ballot. <br /> <br />Mr. Hendriksen stated he finds it suspicious that two questions are okay but three questions make <br />the ballot hard to understand. <br /> <br />Commissioner Ebel suggested that well-worded questions are the key. <br /> <br />Commissioner Milless inquired how many of the Commission are willing to put an advisory <br />question on the ballot. <br /> <br />Commissioner Bertzyk stated that she would be willing to discuss an advisory question. <br /> <br />Charter Commission - September 6, 2001 <br /> Page 9 of 11 <br /> <br /> <br />
