He has served as adjunct and assistant professor at Hamline University where he taught <br />graduate courses in public administration and in leadership and management. He held a similar <br />position at Drake University. <br />In 1995 he was awarded the Lloyd Short Award for Outstanding Contributions to the Field of <br />Public Administration presented by the Minnesota Chapter of the American Society for Public <br />Administration. Hamline University has created an endowed scholarship for graduate students <br />interested in a career in local government in his name. Upon his retirement, the League Board <br />of Directors renamed its annual leadership award which recognizes outstanding career <br />contributions by a local government practitioner, as the James F. Miller Leadership Award. <br />9. <br />
