2 <br />EDA BUSINESS <br />Case #1: Buxton Study Update <br />Economic Development Coordinator Sullivan reviewed that at the October 9, 2008 EDA <br />meeting, Brandon Norrell of Buxton Group presented the findings of the Retail Market Analysis <br />for Town Center and the 167 Commercial Node. Staff was directed to review the matches <br />identified in the Buxton list and bring back a list to the EDA for review. Economic Development <br />Coordinator Sullivan stated staff requested Buxton to review certain retailers that were not <br />included in the Buxton list. Following this review Buxton has identified Bass Pro Shop as an <br />additional match. Economic Development Coordinator Sullivan requested the Board to provide <br />feedback on the match list and additional suggestions for matches. <br />Member Kiefer arrived at 7:38 a.m. <br />The Board discussed the following in relation to the retail match list: <br />• Review of information provided in the Buxton Study <br />• Staff is to request clarification from Buxton Group on the reason retailers are identified as <br />"No Match" <br />• Appropriate timing to send out marketing pursuit packages for sites located in Town <br />Center <br />o Consideration of land status <br />D Some of the land is tied up in legal proceedings; restaurant pads and <br />buildings near Coborn's are ready to go. <br />D Discussion on whether to involve the banks associated with Town Center <br />before business presentations are made to prospective retailers. <br />o Consideration of International Council of Shopping Centers (ICSC) Convention <br />scheduled in May (packets sent out prior to or as a follow up to ICSC) <br />• Whether or not big box retailers identified on the match list fit with the original vision of <br />Town Center. It was noted that big box matches should not necessarily be excluded from <br />receiving packets. The City Council will make the determination on how Town Center <br />will develop. <br />Suggestions for additions to the list of businesses and stakeholders: Burger King; Coborn's <br />Corporate Office and/or Coborn's local address to the attention of Mitch Euteck; list of local <br />developers to be determined by staff; owner of Bill's Superette / G Will Liquors (Bill <br />Rademacher). <br />Economic Development Consultant Mulrooney recommended in addition to the mailing that a <br />personal meeting be arranged with local retailers /developers. He pointed out the likely negative <br />effect if marketing to potential retailers /developers is followed by the landowner stating that the <br />site is not ready to develop. <br />Economic Development Coordinator Sullivan noted that Buxton will prepare and send out 20 <br />marketing pursuit packages. He suggested consideration of completing the process in two phases <br />with the first phase of 10 packages sent out for sites that are available and ready to go. <br />Economic Development Authority/November 13, 2008 <br />Page 2 of 6 <br />
