CHAPTER 6. - ADMINISTRATION OF CITY AFFAIRS <br />Sec. 6.1. - Administrative responsibility. <br />The council, as a body, shall be responsible for the administration of the city. The council shall appoint an <br />administrative officer to assist in the administration of city affairs. For purposes of reference in this Charter, <br />this administrative officer shall be referred to as the city administrator. <br />(Ord. of 1-24-2001) <br />Sec. 6.2. - Administrative organization. <br />6.2.1 The council may by ordinance establish city departments, offices and agencies and prescribe their <br />functions. No power or duty conferred by this Charter upon a particular office or agency shall be <br />transferred to any other. <br />6.2.2 The city council shall by resolution hire or remove heads of departments, and such other future <br />officers and personnel as may be required to operate the city efficiently. The council shall <br />determine the qualifications thereof and prescribe the duties to be performed by each, except as <br />otherwise prescribed in this Charter. <br />6.2.3 The heads of departments and other officers designated by the council shall report in person to <br />the council and to the public at least once each quarter at a regularly scheduled council meeting. <br />Sec. 6.3. - Duties of the city administrator. <br />The city administrator shall be the chief administrative officer for the council. The council shall establish <br />by resolution, the powers duties and reporting requirements of the city administrator. <br />(Ord. of 1-24-2001) <br />Sec. 6.4. - Purchases and contracts. <br />All purchases shall be made and all contracts let by the council. Contracts shall be made in compliance <br />with the uniform contracting law, and whenever competitive bids are required, the contract shall be let to <br />the lowest responsible bidder. All contracts, bonds and instruments of any kind to which the city is a party <br />shall be signed by the mayor and the city administrator on behalf of the city and shall be executed in the <br />name of the city. The council may by ordinance adopt further regulations for the making of bids and the <br />letting of contracts. <br />(Ord. of 1-24-2001) <br />
