CC Regular Session 7. 10. <br />Meeting Date: 03/08/2022 <br />Information <br />Title: <br />Discuss Ordinance Governing Commission Member Appointment Process <br />Purpose/Background: <br />This item was added at the request of Council Members and as follow-up to the appointment process discussion by <br />the Council on March 8. The current ordinance language in regard to board and commission appointments is below: <br />Sec. 2.2. Boards and commissions. <br />There shall be no separate administrative board of health, library board, or any other administrative board or <br />commission except, for the administration of a function jointly with another political subdivision. The council shall <br />itself be and perform the duties and exercise the powers of such hoards and commissions provided for by state <br />statutes. The council may, however, establish or abolish by ordinance boards or commissions to advise the council <br />with respect to any municipal function or activity, or to perform quasi-judicial functions. Notice of initial formation <br />and all vacancies shall be published in the city newsletter and in the legal newspaper. Membership of various <br />boards and commissions shall not exceed nine members, at least two-thirds of which shall be residents of the City of <br />Ramsey. <br />The City's current policy in regard to appointments is below. In 2016, the Council voted to remove the Charter <br />Commission from this policy. Recent feedback from the loth Judicial District judge (see attached) is that many <br />Cities have a process by which their City Council or Charter Commission vet and recommend Charter Commission <br />candidates to the judge. The judge is not required to accept those recommendations, but would likely take them <br />under advisement in making their appointments. <br />The Council may consider revising the City Policy and/or ordinance to revise the current process. <br />Timeframe: <br />20 minutes <br />Funding Source: <br />NA <br />Responsible Party(ies): <br />City Administrator Kurt Ulrich <br />Outcome: <br />Based on discussion. <br />Attachments <br />Policy <br />Resolution Approving Policy <br />Judge Letter 01-24-22 <br />Form Review <br />
