Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION #22-050 <br /> A RESOLUTION APPROVING/DENYING A COMPRHENSIVE PLAN AMENDMENT, <br /> CONTINGENT UPON METROPOLITAN COUNCIL APPROVAL, TO CHANGE A <br /> LAND USE DESIGNATION ON THE SUBJECT PROPERTY TO PUBLIC/QUASI- <br /> PUBLIC <br /> WHEREAS, JB Vang (the "Applicant") has requested an amendment to the 2040 <br /> Comprehensive Plan to change the future land use designation from Low-Density Residential to <br /> Public/Quasi Public for a portion of the following legally described property: <br /> THE SE 1/4 OF NW 1/4 OF SEC 16 TWP 32 RGE 25, EX W 185 FT THEREOF, <br /> EX RD, SUBJ TO EASE OF REC, Anoka County, Minnesota <br /> (the "Subject Property") <br /> WHEREAS, the Applicant has also applied for a Sketch Plan and Zoning Amendment, in <br /> addition to the Comprehensive Plan Amendment, on behalf of their client, PACT Charter School, <br /> for a proposed high school campus on the Subject Property; and <br /> WHEREAS, PACT Charter School has a Purchase Agreement with The Church of Saint <br /> Katharine Drexel (the "Property Owner") for the acquisition of the western eighteen (18) acres of <br /> the Subject Property; and <br /> WHEREAS, the Ramsey Planning Commission met on February 24, 2022, conducted a <br /> public hearing on the Applicant's request for a Comprehensive Plan Amendment, and <br /> recommended its approval, contingent upon approval of a Preliminary Plat; and <br /> WHEREAS, the Environmental Policy Board met on February 28, 2022, considered the <br /> Applicant's request for a Comprehensive Plan Amendment, and recommended it be denied. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the Ramsey City Council hereby approves/denies the request for a land use designation <br /> change. <br /> 2) That the Ramsey City Council hereby authorizes City Staff to submit the necessary <br /> documentation to Metropolitan Council for an amendment to the 2040 Comprehensive Plan to <br /> change the land use designation to Public/Quasi-Public. <br /> 3) That this land use change shall become effective concurrent with the City's receipt of <br /> notification of approval from Metropolitan Council. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> , and upon vote being taken thereon, the following voted in favor thereof: <br /> and the following voted against the same: <br />
