CC Regular Session 7. 10.
Meeting Date: 03/08/2022
Information
Title:
Discuss Ordinance Governing Commission Member Appointment Process
Purpose/Background:
This item was added at the request of Council Members and as follow-up to the appointment process discussion by
the Council on March 8. The current ordinance language in regard to board and commission appointments is below:
Sec. 2.2. Boards and commissions.
There shall be no separate administrative board of health, library board, or any other administrative board or
commission except for the administration of a function jointly with another political subdivision. The council shall
itself be and perform the duties and exercise the powers of such boards and commissions provided for by state
statutes. The council may, however, establish or abolish by ordinance boards or commissions to advise the council
with respect to any municipal function or activity, or to perform quasi judicial functions. Notice of initial formation
and all vacancies shall be published in the city newsletter and in the legal newspaper. Membership of various
boards and commissions shall not exceed nine members, at least two-thirds of which shall be residents of the City of
Ramsey.
The City's current policy in regard to appointments is below. In 2016, the Council voted to remove the Charter
Commission from this policy. Recent feedback from the l Oth Judicial District judge (see attached) is that many
Cities have a process by which their City Council or Charter Commission vet and recommend Charter Commission
candidates to the judge. The judge is not required to accept those recommendations, but would likely take them
under advisement in making their appointments.
The Council may consider revising the City Policy and/or ordinance to revise the current process.
Timeframe:
20 minutes
Funding Source:
NA
Responsible Party(ies):
City Administrator Kurt Ulrich
Outcome:
Based on discussion.
Attachments
Policy
Resolution Approving Policy
Jude Letter O 1-24-22
Form Review
