Councilmember Specht introduced the following resolution and moved for its adoption: <br /> RESOLUTION #22-056 <br /> RESOLUTION APPPROVING ASSESSMENT AGREEMENTS FOR IMPROVEMENT <br /> PROJECT #20-05, RIVERDALE DRIVE EXTENSION, LLAMA STREET TO BOWERS <br /> DRIVE <br /> WHEREAS, existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong <br /> Boulevard functions as the south frontage road to U.S. Highway 10/169; and <br /> WHEREAS, the City of Ramsey proposes to extend Riverdale Drive, as well as trunk <br /> sanitary sewer and watermain since this area is zoned as MUSA, between Llama Street and <br /> Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 to Bowers <br /> Drive; and <br /> WHEREAS,this improvement project is consistent with the goals and objectives of the <br /> Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota <br /> Department of Transportation (MnDOT) and the Anoka County Highway Department, and <br /> broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka <br /> County, MnDOT, and the Metropolitan Council; and <br /> WHEREAS, extending Riverdale Drive and municipal trunk utilities between Llama <br /> Street and Bowers Drive will benefit abutting undeveloped properties by providing access and <br /> utilities to serve these properties upon development; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 421-185 adopted October 26, <br /> 2021,the City Council approved the cost share framework assigning costs for the Riverdale Drive <br /> extension to benefiting properties, including the properties owned by various members of the <br /> Pearson family comprising three distinct ownership entities; and <br /> WHEREAS, the City prepared three draft Assessment Agreements, one for each distinct <br /> ownership entity, which were reviewed and approved as to form by the City Attorney; and <br /> WHEREAS, the three draft Assessment Agreements are currently being reviewed by the <br /> three ownership entities and their attorneys and are anticipated to be signed and returned to the <br /> City for execution by March 14, 2022; and <br /> WHEREAS, pursuant to Ramsey City Council Resolution 422-008 adopted January 25, <br /> 2021,the City Council approved the Development Agreement for Riverstone South contingent on <br /> condition 46 that required execution of the Pearson's Assessment Agreements for Riverdale Drive <br /> be recorded concurrently with the Development Agreement and/or Riverstone South Final Plat; <br /> and <br />
