Staff felt that there was justification <br />to use Storm Water Utility funds for the project. <br /> <br />Councilmember Zimmerman inquired if the Storm Water Utility fund did not exist where would <br />they get the funds from to assist with the project. <br /> <br />City Engineer Olson replied that that decision would have to be made by the Council. <br /> <br />Councilmember Hendriksen inquired as to where the funds were designated to come from when <br />the Council agreed to contribute the $100,000 towards the project. <br /> <br />City Engineer Olson replied that he was not sure. <br /> <br />Councilmember Zimmerman inquired if it would be possible to use TIF funds for the project. <br /> <br />Finance Officer Lund explained that TIF District 2, which is the District that was used to develop <br />Business Park 95, is currently in the negative. It will go into the positive in 2009. <br /> <br />City Engineer Olson inquired if they were to amend the budget would they be required to go <br />through the public hearing process. <br /> <br />Finance Officer Lund replied yes. <br /> <br />Councilmember Kurak inquired if Zitzloff had riot built their building, would the City be <br />addressing the problem. <br /> <br />City Engineer Olson replied that the development did make the problem worse and correcting the <br />problem was done at the request of the developer. <br /> <br />Councilmember Hendriksen noted that some of the neighbors were using the Zitzloff property as <br />a holding pond and the developer had every right to put up barriers to prevent water from <br />draining on his property. <br /> <br />Councilmember Kurak stated that the City has to be careful on how they spend money from the <br />Storm Water Utility fund since it has been very controversial. She preferred that 100 percent of <br />the funds would come from the Storm Water Management fund. <br /> <br />Councilmember Anderson inquired if the Council would be more comfortable with using both <br />funds, but with a different split. <br /> <br />City Engineer Olson replied that as long as the City uses consistency with both funds he does not <br />see a problem. <br /> <br />Finance Committee/September 11, 2001 <br /> Page 3 of 7 <br /> <br /> <br />
