all of the equipment out of the fund for this year, but in the future it should be restricted to 50 <br />percent of the excess funds. Finance Officer Lund replied that the Council would be creating a <br />policy and then disregarding it for this year. Mayor Gamec suggested having staff work on the <br />policy and bring it back for Council consideration. Councilmember Zimmerman recommended <br />that staff review the Council minutes in 1993 to see what transpired when the ordinance was <br />adopted. <br /> <br />Motion was withdrawn. <br /> <br />Motion by Mayor Gamec to recommend that the City Council direct staff to use the necessary <br />funds fi'om the Equipment Revolving Fund to make the said equipment purchases as presented to <br />the Finance Committee and that staff draft a policy in regards to the amount of excess funds that <br />can be used for purchases. <br /> <br />Motion failed for lack of second. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, that staff <br />understands that the Council wants to purchase an aerial ladder fire truck, three police cars, and a <br />dump truck out of the Equipment Revolving Fund, and direct staff to amend the ordinance and <br />policy to allow the Council to make those purchases this year from the Equipment Revolving <br />Fund. <br /> <br />Further discussion: Director of Public Works/Fire Chief Kapler stated that the one thing he has <br />struggled with in the budgeting process is if they were to have a catastrophic failure with <br />equipment there would not be designated funds to cover the costs. He questioned if it would be <br />possible for the City to "piggyback" those situations into that policy rather than keeping <br />maintenance budgets artificially higher. Consensus was to address the issue as part of the <br />Equipment Revolving Fund policy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson, <br />and Zimmerman.
