COMMITTEE BUSINESS

Case #1: Introduce Ordinance Amending Chapter 3 and Repealing and Replacing
Section 3.40 Entitled "City Funds"

Finance Officer Lund 'stated that on November 29, 1993, Chapter 3 was amended; with Section
3.40 entitled "City Funds" repealed and replaced. The new ordinance that was established was
93-17. This ordinance replaced Ordinance 84-13 that was established October 23, 1984. Based
on past recommendations of the City Attorney, staff proposed that Chapter 3, Section 3.40 be
repealed and replaced with the proposed ordinance. The proposed ordinance not' only
incorporates all of the funds the City currently utilizes; it recommends the establishment of new
funds and policies on existing funds. Ms. Lund reviewed the changes that were made to the
Ordinance.

Mayor Gamec inquired with the Council going to seven seats would the requirement of a
unanimous vote to use the funds from the Equipment Revolving Fund be appropriate. He felt
that a two-thirds vote should be required.

Consensus of the Council was to require a two-thirds vote.

The Council discussed at length the 2002 equipment purchases and the funds that would be used
to purchase that equipment.

Motion by Mayor Gamec, seconded by CoUncilmember Kurak, to recommend that the City
Council introduce an ordinance amending Chapter 3 and Repealing and Replacing Section 3.40
Entitled "City Funds".

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen,
and Zimmerman. Voting No: None.

Case #2: Authorize Play Equipment Replacement for River's Bend Park

Item was tabled.

Case #3: City of Anoka Swimming Pool Funding Request

Mayor Gamec stated that the City received a request to appropriate $12,000 over the next three
years to purchase resident rates at the Aquatic Center in Anoka for Ramsey pool-goers. Last year
the City contributed $4,000 for the year 2001. There was, however, discussion on re-evaluating
the issue the next time.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City
Council enter into a two-year agreement for the City of Anoka Swimming Pool.

Finance Committee/November 27, 2001
